Abstract
En el centro de Viña del Mar, en el bandejón central del par vial Viana–Álvarez, se emplaza un terreno de alto valor patrimonial perteneciente a Ferrocarriles del Estado, que permaneció cerrado por más de 20 años. el Plan Regulador Comunal de Viña del Mar definió este sitio como área especial EE-1, destinada exclusivamente a recintos con valor natural y cultural, en los que se desarrollen actividades culturales, deportivas y de esparcimiento. La configuración espacial del terreno y esta normativa impidió la materialización de proyectos de carácter privado, lo que mantuvo el terreno abandonado durante décadas. Ante ello, el municipio y EFE, con financiamiento del Programa de Revitalización de Barrios e Infraestructura Patrimonial Emblemática (SUBDERE), impulsan un proyecto que vincule el espacio con la estación de metro de Viña del Mar y lo restituya como parque y equipamiento público. El análisis del sitio reveló que el diseño debía enfrentar el desafío de emplazarse en pleno centro urbano, dentro de un área expuesta a riesgos de inundación y sismos. Así, la propuesta debía garantizar una arquitectura que, además de cumplir un rol cultural y urbano, ofreciera seguridad a los usuarios y a la población vulnerable en caso de emergencias. In the center of Viña del Mar, within the central median of the Viana–Álvarez road corridor, lies a site of high patrimonial value owned by Ferrocarriles del Estado, which remained closed to the public for more than 20 years. The Viña del Mar Municipal Regulatory Plan designated this area as Special Zone EE-1, exclusively intended for facilities of natural and cultural value, where cultural, sports, and recreational activities could be developed. The spatial configuration of the site, together with this regulation, prevented the implementation of private projects, leaving the land abandoned for decades. In response, the municipality and Ferrocarriles del Estado, with funding from the Program for the Revitalization of Neighborhoods and Emblematic Heritage Infrastructure (SUBDERE), promoted a project to link the site with the Viña del Mar metro station and restore it as a public park and cultural facility. The site analysis revealed the challenge of building in a dense urban center, located within an area exposed to flood and seismic risks. Thus, the proposal had to ensure an architecture that, in addition to fulfilling a cultural and urban role, could also provide safety for users and vulnerable populations in case of emergencies.
