Abstract
The report is based on the proposal for the relocation of the urban centre of Tierra Amarilla, a mining commune in the Atacama Region whose settlement lies on the floor of the Copiapó river valley, under conditions of permanent risk. The study begins with the recognition of an unviable site, determined by its contiguity with the mining operations that surround the town, its exposure to the valley's alluvial floods, and the absence of a planning instrument regulating land use. Drawing on an analysis of the subordinate role of the inhabitant over their own territory, both remaining in place and relocating the population outside the commune are discarded, and the relocation of the urban centre within the valley itself is proposed. This relocation is defined through the recognition of the components and patterns that structure the life of the locality, aiming to safeguard the population from risk while preserving the identity of the settlement and the connecting role that the urban centre plays for the rest of the commune's localities.
