Abstract
El proceso de homologación vehicular corresponde a la única barrera que interpone un país durante la internación de un vehículo, la robustez de este proceso es vital para diferenciar aquellos modelos menos contaminantes o más seguros, recordando que el proceso de homologación vela tanto por la seguridad de los pasajeros como por el medio ambiente. El presente trabajo de título tiene como objetivo evaluar la aplicabilidad a nivel técnico y regulatorio de normativas internacionales referente a la homologación de vehículos al implementar sistemas de monitoreo de emisiones portátiles en Chile, dado que dicho procedimiento es internacionalmente aclamado por su versatilidad y capacidad de identificar vehículos con comportamientos anómalos.
Este trabajo se desarrolla en el marco del proyecto CONICYT FONDEF IDeA I+D ID18I10297, cuyo título es “Sistema de medición en ruta de emisiones contaminantes y actividad vehicular”, donde la Universidad Técnica Federico Santa María y la Universidad Tecnológica Metropolitana figuran como entidades beneficiarias. Para efectos de este proyecto, la Universidad Tecnológica Metropolitana funcionará como laboratorio central, proporcionando personal calificado en el uso de los sistemas de emisiones portátiles y sus dependencias para conducir los diferentes ensayos de conducción en ruta.
The vehicle homologation process corresponds to the only barrier that a country interposes during the internment of a vehicle, the robustness of this process is vital to differentiate those less polluting or safer models, remembering that the homologation process ensures both the safety of the passengers as per the environment. The purpose of this work is to evaluate the applicability at a technical and regulatory level of international regulations regarding the homologation of vehicles when implementing portable emission measurement systems in Chile, given that said procedure is internationally acclaimed for its versatility and ability to identify vehicles with anomalous behaviors. This work is carried out within the framework of the CONICYT FONDEF IDeA R&D ID18I10297 project, whose title is “System for measuring pollutant emissions and vehicular activity route”, where the Technical University Federico Santa María and the Metropolitan Technological University are listed as beneficiary entities. For the purposes of this project, the Metropolitan Technological University will function as a central laboratory, providing qualified personnel in the use of portable emission systems and their dependencies to conduct the different road driving tests.
