Abstract
Valparaíso, importante ciudad de Chile, que combina un plan costero, con 44 cerros que albergan a la mayoría de su población. Su geografía ha originado una trama de pasajes, escaleras, miradores y ascensores que resuelve la movilidad vertical y define su identidad arquitectónica y social. Reconocida como capital cultural de Chile, ciudad creativa de la música y capital chilena del grafiti, con intensa vida artística visible en murales, festivales y bohemia. Luego de una época de prosperidad, Valparaíso enfrenta desde hace décadas un proceso de deterioro urbano y social, la pérdida de actividad económica, el desgaste de su infraestructura patrimonial y la falta de espacios comunitarios, han debilitado la vida urbana. Aunque la declaración del Área Histórica como Sitio de Patrimonio Mundial de la UNESCO en 2003, impulsó políticas de conservación, se requiere profundizar la recuperación y fortalecer la participación ciudadana mediante proyectos culturales. En respuesta, surge este proyecto de intervención arquitectónica y urbana, que tiene como objetivo, crear un espacio cultural, generar espacios de encuentro para los vecinos, fomentar la identidad cultural. El proyecto plantea un centro cultural de uso comunitario con áreas de esparcimiento, talleres de arte y oficios, salas educativas, auditorio, cafetería y zonas verdes, todo articulado en un recorrido ascendente que aprovecha la pendiente natural del terreno. Un muro de ladrillo que colinda con la escalera Cienfuegos, incorporará aperturas moduladas que favorecen la continuidad visual y la integración con el paisaje portuario.” El diseño integra accesos desde distintos niveles. Los talleres abordan expresiones identitarias (muralismo, mosaicos, batucadas, poesía), disciplinas artísticas consolidadas (circo, danza, teatro, música) y oficios patrimoniales como reparación de ascensores, carpintería y albañilería, preservando saberes locales e impulsando oportunidades formativas y productivas. El proyecto, al integrar arquitectura, patrimonio y comunidad, responde a la urgencia de revitalizar el Barrio Puerto y dialoga con la memoria de Valparaíso, potenciando su condición de Patrimonio Mundial y atendiendo las necesidades contemporáneas de sus habitantes y visitantes.
Valparaíso it's an important city in Chile which combines a coastal management plan with 44 hills that host most of its population. Its geography has originated a network of passageways, stairways, viewpoints and funiculars that resolve vertical mobility and define its architectural and social identity. Recognized as Chile’s cultural capital, as a Creative City of Music (by UNESCO), and the graffiti capital of the country, it has an intense artistic life expressed through murals, festivals, and bohemian culture. After a period of prosperity, Valparaíso has been facing for decades a urban and social decline. The loss of economic activity, the deterioration of its patrimonial infrastructure and the lack of community spaces have weakened urban life. Although the declaration of the historic quarter of the city as a UNESCO World Heritage Site in 2003 prompted conservation policies, there is still a need to deepen recovery efforts and strengthen citizen participation through cultural projects. In response, this architectural and urban intervention project emerges, aiming to create a cultural space, foster community gathering places for its neighbours, and promote cultural identity. The project envisions a community-oriented cultural center with recreational areas, art and craft workshops, educational rooms, an auditorium, a café, and green spaces, all articulated along an ascending path that takes advantage of the site’s natural slope. A brick wall bordering the Cienfuegos stairway will incorporate modular openings that enhance visual continuity and integration with the port landscape. The design integrates access points from different levels. The workshops will address identity-based expressions (muralism, mosaics, drum ensembles, poetry), consolidated artistic disciplines (circus, dance, theater, music), and patrimonial jobs such as funicular repair, carpentry, and masonry, preserving local knowledge while creating training and productive opportunities.
