Abstract
This study assesses the technical and economic pre-feasibility of a set of decarbonization technologies for Arturo Merino Benítez Airport (AMB). Its purpose is to meet the operator's target of a 40% reduction in Scope 1 and 2 emissions by 2030 relative to 2022, to advance from Level 3 to Level 4 of the Airport Carbon Accreditation (ACA) programme, and to contribute to LEED O+M certification. The diagnosis shows that the recent reduction in emissions is mainly due to the decline in the emission factor of the national electricity system, while the airport's energy consumption continues to grow. Without additional measures, 2030 emissions would exceed the target by 4,785 tCO₂e. Four measures were sized: energy efficiency with energy management systems, electrification of thermal demand through heat pumps, expansion of on-site photovoltaic generation, and electrification of the operator's own vehicle fleet. Thermal electrification is the decisive measure, since it targets liquefied petroleum gas combustion, the main source of Scope 1 emissions, and on its own covers 64% of the gap. Together, the portfolio reduces emissions by 5,369 tCO₂e per year and brings 2030 emissions to 8,822 tCO₂e, 584 below the target. The economic evaluation was conducted from the concessionaire's perspective, over a horizon aligned with the end of the concession in 2038. The portfolio requires an investment of USD 11.6 million and yields an NPV of USD 4.3 million and an IRR of 17.3%, above the 9.91% hurdle rate. Including the social price of carbon, the NPV rises to USD 8.4 million. This aggregate result does not carry over to every measure. The photovoltaic expansion has a negative value on its own, yet (...).
