Abstract

The Chilean National Electric System is undergoing a profound transformation driven by carbon neutrality commitments by 2050, with variable renewable capacity projected to exceed sixty percent of installed capacity by 2030. The current market design, based on centralized dispatch under audited marginal costs and a single settlement stage, exhibits structural limitations for properly valuing the opportunity costs of technologies with variable or storable resources. These limitations result in inadequate price signals that hinder the efficient integration of renewable energy and flexibility resources, making necessary the transition toward an offer-based day-ahead market. This work develops the conceptual design of an economic transfer management mechanism that facilitates this transition. The methodology is structured in three phases: an assessment of international experiences analyzing PJM Interconnection, Nord Pool, and the Australian National Electricity Market to identify best practices applicable to the Chilean context; the conceptual design of the mechanism, establishing requirements for offer submission, market clearing through Security-Constrained Unit Commitment with co-optimization of energy and ancillary services, and dual settlement; and the technical and economic feasibility assessment of the proposed mechanism. The international markets analyzed share essential elements: they operate through offers that reveal economic valuations incorporating opportunity costs, incorporate transmission constraints in price formation, and manage risks through dynamic financial guarantees. For Chile, a nodal pricing system would be technically superior given the longitudinal constraints of the transmission system. The diagnosis of the Chilean market identifies growing limitations of the audited cost scheme, particularly(...).
