Abstract
El trabajo realizado consiste en el diseño de una herramienta de control de gestión que busca ayudar a PAL Airlines a poder desarrollarse en el mercado de vuelos nacionales e internacionales a través de sus distintos servicios. Una vez recopilada información sobre el funcionamiento de la empresa y del entorno en el cual se desarrolla, se procedió a definir, en conjunto con la directiva de la organización, una nueva misión y visión para PAL Airlines. Posteriormente se desarrollaron metas para cada uno de sus servicios, los cuales son la venta de vuelos chárter, de vuelos regulares y de transporte de carga. Se definió que la mejor herramienta de control de gestión para la empresa es el Balanced Scorecard, debido a que no solo aportaría a la generación de indicadores, sino que también ayudaría a entregar dirección a la organización, algo que no se había abordado y que se había vuelto sumamente necesario. El Balanced Scorecard desarrollado incluye cuatro mapas estratégicos. Uno de estos se elaboró como guía global de la organización y destaca los objetivos más importantes que debe seguir. El resto de los mapas estratégicos se desarrollaron para cada una de las actividades que realiza la aerolínea y explican que objetivos se deben cumplir para poder satisfacer a cada tipo de cliente. A través de esto se quieren lograr las metas impuestas para cada uno de los servicios que la empresa ofrece. Cada mapa estratégico incluye, además de sus respectivos objetivos, a los indicadores e iniciativas que se deben seguir para verificar que se estén cumpliendo cada una de las metas. Como parte final de este trabajo se realiza una estimación de los costos y plazos necesarios para implementar esta herramienta de control de gestión en PAL Airlines. Se concluye respecto a la industria, la organización y la herramienta desarrollada, analizando su aporte a esta aerolínea.
The current activities are focused in designing a management control tool which will assist PAL Airlines position itself in the national and international flight markets. The first step was to collect the necessary information regarding the operations and environmental aspects of the company. We then defined a new mission and vision for PAL Airlines. Further, core goals were developed for each one of their services, which are charter flights, regular flights and air freight. It was agreed that the best management control tool for the firm was the Balanced Scorecard, not only because it would help with the creation of indicators but also in that it would help to give direction to the organization, something that had not been addressed and had become extremely necessary. The Balanced Scorecard includes four strategic maps. One of these is a global guide for the organization. It highlights the most important objectives that the company has to follow. The other strategy maps were developed for each of the activities that the airline offers. These highlight which objectives need to be accomplished to meet the consumer’s needs. Through this the company wants to fulfill the core goals it defined for each one of their services. Each strategic map includes objectives, indicators and initiatives that must be pursued to verify that the firm is fulfilling each one of their core goals. The final phase included cost estimates and timelines. These were defined for the implementation of the management control tool. Included in the final phase is a conclusion about the industry, the organization and the tool developed.
