EVALUACIÓN, ANÁLISIS Y GESTIÓN DEL PROGRAMA CONTROL DE RIESGOS AMBIENTALES EN OPERACIÓN LOS BRONCES - ANGLOAMERICAN

Abstract

AngloAmerican es una compañía minera global y diversificada, que en Chile es responsable de extraer, procesar, transportar y comercializar productos y subproductos de cobre. La Compañía es consciente de que sus operaciones pueden afectar el medio ambiente. Por lo tanto, para cumplir con su visión de "cero daño", identifica, prioriza y controla sistemáticamente los riesgos que amenazan la operación y sus procesos.Una herramienta utilizada para gestionar riesgos es el Programa Control de Riesgos (PCR), que consiste en un programa de actividades que permite registrar y evaluar el cumplimiento de tareas relacionadas con compromisos RCA (Resolución de Calificación Ambiental) y sectoriales, adaptación del Sistema Integrado de Gestión, inspecciones en terreno e investigación de incidentes. El objetivo de este estudio es evaluar el desempeño de los trabajadores de la operación Los Bronces, en la ejecución de las actividades ambientales pertenecientes al PCR, analizar los problemas que este programa presenta actualmente y gestionar las mejoras para asegurar su correcto funcionamiento.Para lograr este objetivo, las actividades cargadas en el PCR durante los meses comprendidos entre junio y diciembre fueron evaluadas individualmente. Identificando si las actividades se llevaron a cabo, si su ejecución fue debidamente respaldada y si los archivos de respaldo cumplieron con los estándares de calidad. De acuerdo con los resultados obtenidos de esta evaluación sólo el 33% de las tareas realizadas cumplen con los criterios de calidad, lo que demuestra un grave problema. Ya que esto refleja que el 67% de las actividades no se respaldan de manera adecuada, por lo tanto no se puede asegurar que los controles que buscan implementar estas actividades funcionen de manera correcta, lo que puede poner en riesgo la operación.Analizando las posibles causas que generan este problema, se concluye que los principales factores son la posibilidad de cargar actividades a la plataforma sin respaldo, malas prácticas por parte de algunos trabajadores y la escasa entrega de información y recursos al personal sobre el alcance de las actividades. Se propusieron mejoras que incluyen cambios en la plataforma PCR, en la descripción y designación de actividades y en la implementación, como la validación de las actividades ambientales con gerentes y superintendentes y la entrega de formatos para respaldar la información.El nivel de efectividad para comprender y gestionar los riesgos asociados a cada proceso, es un parámetro preponderante para lograr con éxito los objetivos de una organización. Cuanto mejor se gestionen los riesgos, mejores serán las decisiones operativas, mayor será la eficiencia de los controles y mayor será el rendimiento del negocio esperado.AngloAmerican is a global and diversified mining company, which in Chile is responsible for extracting, processing, transporting and marketing copper products and by-products. Therefore, in order to fulfill its "zero harm" vision, it identifies, prioritizes and systematically controls the risks that threaten the operation and its processes.A tool used to manage risks is the Risk Control Program (RCP), which consists of a program of activities, which allow recording and evaluating the fulfillment of tasks related to RCA (environmental qualification resolution) and sectoral commitments, adaptation of the SIG (Integrated Management System), on-site inspections and investigation of incidents.The objective of this study is to evaluate the performance of the workers of Los Bronces Operation, in the execution of the environmental activities belonging to the RCP, analyze the problems that this program currently presents and manage improvements to ensure its correct operation.To achieve this objective, the activities loaded in the RCP during the months between june and december were evaluated individually. Identifying if the activities were carried out, if its execution was duly supported and if the supporting files, satisfied the quality standards. According to the results obtained from this evaluation, only 36% of the activities carried out meet the quality criteria, which shows a serious problem. Since this reflects that 64% of the activities are not adequately supported, therefore, it cannot be assured that the controls that seek to implement these activities function correctly, which may put the operation at risk.Analyzing the possible causes that generate this problem, it is concluded that the main factors are the possibility of loading activities to the backup platform, bad practices by the workers and the limited delivery of information and personal resources on the scope of the activities.Improvements were proposed that include changes in the RCP platform, in the description and designation of activities and in the implementation, as validation of environmental activities with managers and superintendents and the delivery of formats to support the information. The level of effectiveness to understand and manage the risks associated to each process, is a preponderant parameter to successfully achieve the objectives of an organization. The better the risks are managed, the better the operational decisions will be made, the greater the efficiency of controls and the higher the business performance will be expected.
