Abstract
The Pension Fund Administrators (AFP by its Spanish acronym), which legal activity began in 1980, provide the service of managing the contributing members’ funds to subsequently deliver them through Old-age, Disability or Survivorship Pensions. The AFP provides services to clients or members, therefore its organization is required to be agile and dynamic with decentralized areas, with the aim of having decisionmaking powers in the operational levels, and thus without interruptions in processes development. The business handled by processes allows to visualise the organization as a set of strings of interrelated activities that exist to fulfill its goal: generate services for internal or external clients. These strings, the business processes, horizontally cut the functional and traditional areas and demand a design that ensures a coordinated and efficient operation of the set of activities that compose them. It is here where the redesign of processes intervenes, taking the process activities as a whole and subjecting them into a fundamental change, which normally implies an intensive use of Information Technologies that ensures a clearly improved performance of the latter. The methodology to be used for the development of this dissertation is the proposed by professor Oscar Barros in his book "Rediseño de Procesos de Negocio mediante el uso de Patrones" (Business Process Redesign through the use of Patterns), which organization consists of the following stages: defining the project, understanding the current situation and redesigning. The definition and development of this project is established due to the regulation of the modification of the Funds Transfer Process between AFPs made by the Pensions Supervisor (former Superintendency of Pension Funds Administrators) in its Circular No. 1.317 issued on November 23rd 2004, which implies the diminution of the period of time in which the contributor signs the Irrevocable Transfer Order form to the new AFP, and the change of his/her social security funds is made effective. The situation above mentioned affected the internal operation of the organization as a whole and specially the Affiliation and Transfer Department, belonging to Operations Area, which function is to be responsible for the process of the Irrevocable Transfer Orders (O.T.I.) signed by the members, both of income and expenditure. Due to the previously mentioned, different changes have been established in the AFPs in order to carry out the processes, which are going to be analyzed considering the structure based on work loads, by means of drawing up of functions, functional maps, flowcharts, redistribution of functional tasks, ratification of resources and the proposal of a new restructuring of the Department. When the previously proposed stage was finished, it was possible to clearly identify the problems affecting the Affiliation and Transfer Unit, both administrative and technological, the latter of which are important to be deal with as well as be provided with solutions. The impact of the improvements application to the drawn up problems would be reflected on both the processes as well as the structure of the Unit, because the processes will be developed more efficiently, therefore the tasks to be developed would no longer need so much workforce. The following table shows the relationship of the found, authorized and proposed structures, i.e. including the redesign of processes.
