DISEÑO DE UN PLAN PARA LA IMPLEMENTACIÓN SGC BAJO NORMA NCH.2728:2015, CERTIFICABLE, ADEMÁS BAJO ISO 9001:2015, COMO PROPUESTA DE VALOR AGREGADO DE LA EMPRESA HACIA SUS CLIENTES. CASO APLICADO: SMART CAPACITACIÓN.

Abstract

De acuerdo a las exigencias planteadas por Servicio Nacional de Capacitación yEmpleo a los Organismos Técnicos de Capacitación, es un requisito que los sistemas degestión de calidad de estas entidades estén acreditados bajo la Norma Chilena 2728. Estoles permite ser reconocidos para prestar servicios acogidos a la Franquicia Tributaria.A partir del año 2015 se inicia un periodo de transición a la nueva actualizaciónde la NCh2728, culminando al finalizar el 2017. Esto involucra a todos los OTEC ytranscurrido este periodo, todas las organizaciones que no cumplan con la normativavigente perderán su certificación.En este trabajo, se presenta el estudio realizado para la re-certificación de laempresa “OTEC Smart Capacitación”, bajo los nuevos requisitos de esta normativanacional. En particular, se describe el análisis para la propuesta de implementación delas medidas de mejoramiento del actual sistema de gestión de calidad de la organización,buscando aumentar la propuesta de valor a través de un sistema certificable además bajola Norma ISO9001:2015. Se desea optar al reconocimiento nacional e internacional,dado el compromiso de la organización con las tendencias de la calidad total y laconformidad con los requisitos del cliente.En este contexto, se desarrolla la metodología que permitirá a la empresa poderadaptar sus procesos operativos y de soporte a este nuevo nivel de exigencia, abalandosus operaciones en el establecimiento de un sistema de gestión de calidad que cumplacon las expectativas de las partes interesadas y asegure un nivel de crecimiento en elmercado nacional.Es así que, a través de un análisis detallado de su estado actual, se establecen losprincipales tópicos de mejora, orientados al cumplimiento de la norma, destacándose lasmejoras asociadas a los procesos de revisión por la dirección, comunicación y ambiente,diseño y desarrollo del servicio, prestación del servicio, control de equipos deseguimiento y medición y satisfacción del cliente. Tales medidas se consideran dentrodel plan de mejoramiento, describiéndose las actividades a seguir dentro de un programaque contempla la planificación, desarrollo de procesos y el seguimiento y control de lasmejoras. According to the requirements set forth by the National Training andEmployment Service (SENCE) to Technical Training Organizations (OTEC), it is arequirement that the quality management systems of these entities are accredited underChilean Standard NCh2728. This allows them to be recognized to provide servicesreceived to the Tax Franchise.Beginning in 2015, a period of transition to the new update of NCh2728 begins,culminating at the end of 2017. Suchmeasures are considered within the improvement plan, describing the activities to befollowed within a program that contemplates the planning, development of processesand the monitoring and control of the improvements.
