Abstract

Olmué, located in the Valparaíso Region and recognized as part of the Biosphere Reserve, boasts a rich natural heritage and deep-rooted Creole traditions that have earned it the title of “Folkloric Capital of Chile.” However, the rapid population growth of recent decades has outstripped the capacity of its infrastructure, causing the administrative system to collapse and forcing it to operate under conditions of overcrowding. Compounding this crisis is the spatial incompatibility caused by the massive scale of the Huaso Festival in El Patagual Park, which severely limits institutional development. To address this issue, the New Olmué City Hall is proposed—an urban project that integrates administrative functions with a park concept inspired by local ecosystems, incorporating a floodplain park and a new community-scale amphitheater. The design is structured around a reinterpretation of the traditional Chilean corridor, establishing a public infrastructure that responds both to citizens’ needs and to the valley’s vernacular identity.
