Guía generalizada para la elaboración y gestión de proyectos de tratamiento de espacio público

Abstract

En el contexto de la relación de proyectos inmobiliarios y el espacio público en Chile, el Tratamiento de Espacio Público (TEP) es fundamental para integrar proyectos privados en el contexto urbano de las comunas de manera donde se mitigue el impacto negativo de estos nuevos proyectos que se integran al contexto urbano existente. Sin embargo, la inexistencia de normativas específicas, la interpretación variable de las normativas territoriales y la falta de guías uniformes entre municipalidades generan desafíos significativos en la ejecución de estos proyectos, especialmente para las oficinas que trabajan en más de una comuna. En otras palabras, la carencia de estándares y de información homogénea en los procesos de aprobación y recepción de proyectos TEP provoca descoordinación entre los proyectistas y las autoridades, lo que a su vez genera retrasos y sobrecostos en el proceso. El objetivo de esta memoria es desarrollar una guía generalizada para la elaboración de proyectos de Tratamiento de Espacio Público (TEP) que oriente y aumente el dominio del proceso con el fin de mejorar la interacción entre arquitectos y entidades reguladoras al gestionar un proyecto TEP. The present report has been written with the purpose of meeting the necessary requirements to obtain the title of Architect from the Federico Santa María Technical University. This work is framed within the mode of project practice, carried out at Uno Proyectos office, located in the city of Santiago, Chile, during the period spanning from August to March of the year 2024. This mode of graduation offers a valuable opportunity to integrate the theoretical knowledge acquired throughout the academic training with practical experience in the field of work. During this period, skills and competencies developed over years of study have been applied and tested, facing real challenges in the professional context. One of the most significant aspects of this mode is the possibility of conducting a detailed and reflective analysis of the activities carried out during the project practice. This evaluation process allows for the identification of areas of personal interest and the deepening of specific themes that have emerged throughout the work carried out at Uno Proyectos office. In this sense, three thematic areas have been identified as a result of the critical analysis of the tasks performed during the practice period. These themes not only reflect the challenges and opportunities encountered in the workplace but also the specific interests and areas of specialization that are desired to be explored in the future as a professional in architecture.
