Abstract

The study focuses on reinterpreting the “Broken Windows Theory” from an urban planning perspective, analyzing how the physical deterioration of public space in Valparaíso affects the perception of safety and social life. It examines the disconnection between citizens and their surroundings caused by visible degradation in two case studies: Plaza Echaurren and Plaza Victoria/Simón Bolívar. The main objective is to develop an urban analysis tool that makes it possible to evaluate the relationship between environmental deterioration and user perception. The thesis seeks to validate the relevance of this theory for diagnosing urban phenomena, exploring whether there is a tangible correlation between the material conditions of space and the way it is inhabited and perceived by the community. The research was carried out using a qualitative and exploratory approach structured in four stages. First, a theoretical review (Wilson & Kelling, Jacobs, Gehl) was conducted to define evaluation criteria. Then, a mixed methodological tool was designed, integrating three levels: visual categorization of physical conditions, land-use mapping, and user perception surveys. Finally, these tools were applied in the field to collect data and compare the physical reality with the subjective experience of residents.
