Abstract
This thesis addresses the problem identified in fuel storage plants, where gaps have been found between the regulatory requirements established by Supreme Decree No. 160 and the maintenance plans currently implemented in the dispatch system. These gaps create risks for operational continuity, traceability of activities, and staff training, exposing the plants to regulatory sanctions and possible operational shutdowns. The general objective of this research is to develop a proposal for the improvement of the maintenance plan for the dispatch system of fuel storage plants, in order to ensure operational continuity and reliability in compliance with the DS 160 regulation. To achieve this objective, the work begins with a regulatory review that identifies the requirements of the Safety and Risk Management System (SGSR) and the specific articles of DS 160 related to maintenance and inspection. Subsequently, the processes and equipment of the dispatch system are described using a taxonomy based on ISO 14224, along with a block diagram of the truck loading process. Based on this foundation, a diagnosis of the current maintenance plan is carried out, collecting information through interviews, historical records in PrevSis and Fracttal, and corporate documentation of the SGSR. This diagnosis highlights deficiencies in traceability, preventive planning, spare parts management, and personnel training. From these findings, areas for improvement are defined and a proposal is developed that includes(...).
