Abstract
El trabajo desarrollado en esta memoria se enfoca en la generación de estándares para el desarrollo de proyectos de infraestructura para la industria minera, específicamente de la Compañía Minera Doña Inés de Collahuasi SCM (CMDIC). Para producir estos estándares se utiliza como herramienta raíz el Ciclo de Gestión de Riesgos (CGR), este sistema se basa en el Circulo de Deming y corresponde al modelo que regula toda la administración del proceso de Collahuasi, debido a que permite definir cómo enfrentarse a una actividad necesaria para obtener un resultado. Adicionalmente, se utiliza la Guía de los fundamentos para la dirección de proyectos (Guía del PMBOK®) como instrumento de referencia para la gestión de proyecto operacionales, esta guía es aplicada interpretándola de forma que no altere el CGR de la compañía.Además, el documento contiene la descripción de los mecanismos que regulan la industria minera en Chile, el contexto de la compañía, su modelo de administración (CGR) y el sistema de administración de proyectos (PMBOK®).Para identificar las oportunidades de mejora del procedimiento actual de gestión se realiza un análisis global de la aplicación de cada una de las etapas del ciclo de vida de un proyecto, para esto se consideran las principales iniciativas de la Superintendencia de Infraestructura iniciadas durante el año 2017, sumado al análisis específico de tres de estos proyectos. El objetivo de este diagnóstico es reconocer aquellas desviaciones recurrentes y aquellas etapas que son aplicadas en menor cantidad, de modo de proponer elementos de apoyo para corregirlas y favorecer el éxito de los futuros proyectos.Una vez realizado el diagnóstico y determinadas las oportunidades de mejora, se procede a definir cada una de las etapas del ciclo de vida de los proyectos con sus respectivos documentos y formatos que generan el proceso de gestión y estandarización de proyectos operacionales.Posteriormente se aplica el manual de gestión de proyectos operacionales, que consiste en el documento que consolida los estándares para el desarrollo de proyectos, para esto se utiliza en tres proyectos que se encuentran en distintas etapas de sus ciclo de vida, obteniéndose como resultado un mejor control de los avances tanto físico como contable de estas iniciativas, adicionalmente se tiene información relevante para el desarrollo de nuevos proyectos futuros de características similares.Finalmente se concluye que para mantener una buena gestión y administración de proyectos es fundamental cumplir y regirse por el manual de gestión de proyectos operacionales, ya que, con esto se evita la improvisación con lo que se favorece el éxito de los proyectos y se reducen los riesgos asociados a estos. Los resultados de esta memoria sugieren que mientras mayor sean los recursos aplicados en las etapas previas a la ejecución de un proyecto, menor es la probabilidad de fracaso o de tener complicaciones durante sus etapas siguientes.
The work developed in this report, is focused on the generation of standards for the development of infrastructure projects for the mining industry, specifically for the “Compañía Minera Doña Inés de Collahuasi SCM” (CMDIC). To produce these standards, it is used as basic tool, the Risk Management Cycle (CGR), this system is based on the Deming Circle and consist to the model that regulates the entire administration of the Collahuasi processes, because it allows defining how to face an activity necessary to obtain a result. Additionally, A Guide to the Project Management Body of Knowledge (Guide to the PMBOK®) is used as a reference instrument for operational projects management, this guide is applied interpreting it in a way that does not alter the company CGR.In addition, the document contains a description of the mechanisms that regulate the mining industry in Chile, the context of the company, its management model (CGR) and the projects management system (PMBOK®).To identify opportunities for improvement of the current management procedure, a global analysis of the application of each one of the stages of the life cycle of a project is carried out, for which the main initiatives of the Superintendence of Infrastructure initiated during the year 2017 are considered, added to the specific analysis of three of these projects. The objective of this diagnosis is to recognize those recurrent deviations and those stages that are applied in a smaller amount, in order to propose elements of support to correct them and favor the success of future projects.Once the diagnosis has been made and the opportunities for improvement have been determined, proceed to define each of the stages of the life cycle of the projects with their respective documents and formats that generate the process of management and standardization of operational projects.Afterwards, the operational project management manual is applied, which consists of the document that consolidates the standards for the development of projects, for this purpose it is used in three projects that are in different stages of the life circle, obtaining as a result a better control of physical an accounting advances of these initiatives, additionally, there is relevant information for the development of a new future projects with similar characteristics.Finally, it is concluded that in order to maintain good management and administration of projects, it is fundamental to comply with and follow the operating project management manual, since this avoids improvisation, which favors the success of projects and reduces risks associated with them. The results of this report suggest that the greater the resources applied in the stages prior to the execution of a project, the lower the probability of failure or complications during its subsequent stages.
