GUÍA PARA RELACIONAR EL PROGRAMA NACIONAL DE SEGURIDAD OPERACIONAL E INDICADORES DE GESTIÓN DE SEGURIDAD OPERACIONAL.

Abstract

La importancia de la Seguridad Operacional a Nivel Nacional, es vital pues es capaz de estandarizar los niveles mínimos de seguridad a los cuales deben operar las Empresas Aeronáuticas Nacionales y si se llegaran a operar bajo ellos, se deberán tomar las acciones correctivas pertinentes, de manera tal de no bajar dichos niveles aceptados por la Autoridad Aeronáutica. La vinculación del Programa Nacional de Seguridad Operacional (PNSO) y la Gestión de Seguridad Operacional, tiene como objetivo dar a conocer a las Empresas Aeronáuticas los factores que deberán tener presente para poder realizar mejoras en su Sistema de Seguridad Operacional y tenerlos reflejados tanto en sus Manuales como en sus Indicadores de Seguridad Operacional. Los indicadores ya mencionados, deberán reducir las tasas de recurrencias, según lo indiquen los requerimientos de la Autoridad Aeronáutica. Lo anterior se pondrá en marcha a contar del año 2015, a través del PNSO. Finalmente el objetivo de esta memoria es proponer un sistema para las Empresas de Aviación Comercial Pequeñas, es decir, Empresas que trabajen con aeronaves cuyo peso máximo sea de 5.700[Kg] o 19 pasajeros, el cual les brinde una idea general de como relacionar el PNSO con la Gestión de Seguridad Operacional y a través del Nivel Aceptable de Seguridad Operacional (ALoS) e Indicadores de Seguridad más relevantes; de cómo ellos se deben establecer de acuerdo a las exigencias que le proponga la Autoridad Aeronáutica, a través de por ejemplo porcentajes de reducción de tasas de accidentes e incidentes u otros.

The importance of Safety at National Level,is vital as it is capable of standardizing the minimal safety levels National Aeronautical Enterprises must operate at, and if they were to operate beneath them, the pertinent corrective actions shall be taken, so as to not lower said levels accepted by the Aeronautical Authority.The linking between the Safety State Program (SSP) and the Safety Management System (SMS), has the objective of letting the Aeronautical Enterprises know the factors they shall have in mind in order to make improvements in their Safety State Program and reflect them on both their manuals and their safety management indicators.The already mentioned indicators shall reduce the recurrences rates, according to what the Aeronautical Authority Requirements indicate. The previous will be put in motion by the year 2015, through the SSPFinally, the objective of this thesis is to propose a System for the small Aeronautical Enterprise, or in other words, Enterprises that work that weight up to 5.700 [Kg] or 19 passengers, and brings them a general idea about how to relate the SSP with the SMS and through the Acceptable Level of Safety (ALoS) and most relevant Safety Indicators; about how they must be established according to the demands proposed by the Aeronautical Authority, by means of, for example, reduction percentages of accidents and incidents, among others.
