Abstract
En el presente trabajo se comienza por reconocen aspectos generales de la empresanacional de petróleo (ENAP) y sus filiales. Enfocándonos en el proceso de refinacióndel petróleo a cargo de ENAP Refinerías S.A., la cual se divide en dos plantas a nivelnacional ubicadas al sur y centro del país. En esta última, ENAP Refinería AconcaguaS.A. se realiza un estudio al contrato de limpieza y descontaminación de estanques dealmacenamiento de hidrocarburos, el cual es ejecutado a través de empresascontratistas.Para el análisis del servicio anteriormente descrito, se toma como material de estudio,los trabajos ejecutados históricamente en el contrato de limpieza y descontaminaciónde estanques, estudiando los tiempos y costos de ejecución del servicio.Posteriormente, se levantan oportunidades de mejora operacionales, enfocadas ennuevas técnicas de remoción de borras en estanques de combustible (tarea crítica),basadas principalmente en la utilización de un absorbente de hidrocarburos más laayuda de camiones para alto vacío, lo cual impacta directamente en el tiempo deejecución del servicio. Evaluando los costos de implementación de las mejoraspropuestas, se tiene una visión del impacto económico de estas en el contrato, probandofinalmente su funcionamiento en terreno.Finalmente, se analizan los trabajos ejecutados post mejora, viendo resultados positivostanto en tiempos de ejecución del servicio, como en su resultado económico. En baseal análisis de los trabajos post mejora, se aprecia una importante disminución en lostiempos de ejecución del servicio de limpieza, implicando esto un incremento en lafacturación por proyecto ejecutado en el contrato. Esto último se aprecia en unincremento pronunciado en el margen operacional del contrato demostrado en elresultado económico expuesto desde la implementación de la mejora, hasta laactualidad.
The present work begins by recognizing general aspects of the national oil company(ENAP) and its subsidiaries. Focusing on the process of oil refining by ENAPRefinerías S.A., which is divided into two plants nationwide located in the south andcenter of the country. In the latter, ENAP Refinery Aconcagua S.A. A study is made tothe contract for the cleaning and decontamination of hydrocarbon storage tanks, whichis executed through contractor companies.For the analysis of the service described above, the work carried out historically in thepond cleaning and decontamination contract is taken as study material, studying thetimes and costs of execution of the service. Subsequently, operational improvementopportunities are raised, focused on new techniques for remove sludge from a fuel oiltanks (critical task), based mainly on the use of a hydrocarbon absorber plus the helpof trucks for high vacuum, which directly impacts on the service execution time.Evaluating the implementation costs of the proposed improvements, we have a visionof the economic impact of these in the contract, finally proving its operation in thefield.Finally, the post-improvement work is analyzed, seeing positive results both in termsof execution of the service and in its economic result. Based on the analysis of the postimprovementwork, there is a significant decrease in the cleaning service executiontimes, implying an increase in billing per project executed in the contract. The latter isseen in a pronounced increase in the operating margin of the contract shown in theeconomic result shown since the implementation of the improvement, up to the present.
