Abstract
Duetothe complexity involved in the conceptsof Competitiveness, Innovationand Developmenta comprehensive study was conducted todetermine the existence of clears and specific factors that impact in a meaningful way in a country. Tertiary education, research and development inside the companies, infrastructure of Information Technology and Communication, technical capacity, human capital, among others, acquire a relevant importance when there is an attempting to succeed inthe purpose to develop a country. In addition, there arespecificlinesofaction by the government, like assistancein the implementation of technologies, incentivesto the formationof knowledge, creationof policiestoinvolve the private sector, working together with universities, etc., where has been found empirical evidence that says that these are the ways to weave these concepts towards the goal of achieving greater development and prosperity for a country. However, when tryingto findmeasures appropriate to the promises and alluded to the government, it was not possible to find congruence between the dictate and what has made. Moreover, we found evidence from the National Innovation Councilfor Competitiveness (entity with direct contact to the Government), where it has a clear line of action with significant steps toward the mentioned factors. Then, despite knowingthe way and constantly referring to competitiveness, innovation and development, no actions are taken according to all that predict the public entity.
