INVESTIGACIÓN SOBRE EL PROYECTO GYBERSYN Y SU APLICACIÓN EFECTIVA EN ORGANIZACIONES CON SISTEMAS VIABLES

Abstract

En el año 1971, durante el gobierno del expresidente Salvador Allende, se comienza adesarrollar en Chile un innovador sistema cibernético de gestión y transferencia de informaciónpara apoyar la dirección industrial en Chile. El proyecto llevaba por nombre Cybersyn (del inglés“Cybernetic Synergy”, Sinergia Cibernética en español) o Synco (Sistema de Informacióny Control). Fue diseñado para regular la transferencia de información en la gestión de todaslas empresas del estado a lo largo de todo Chile usando un intercambio rápido de informaciónentre estas y el gobierno. Un gran y diverso grupo de profesionales trabajaron en este proyectohasta el día del golpe militar que aconteció el 11 de septiembre de 1973 donde documentos yavances fueron destruídos.El VSM (de las siglas en inglés de “Viable System Model”) o MSV (Modelo de SistemasViables) fue la estructura y base conceptual de gestión y control de la información de Cybersyn.Diseñado durante la década de los 60 y 70 por Staord Beer, considerado el padre de la“Cibernética Organizacional”, en el cual representa la estructura, actividades, las interrelacionesy flujos de información necesarias y suficientes para garantizar la viabilidad de cualquierorganización otorgándoles la flexibilidad que necesitan para sobrevivir en entonos hostiles ycambiantes con los cuales interactúa. Hoy en día es aplicado en diferentes sistemas socialestanto para el diseño de nuevos sistemas como en el diagnóstico de mal funcionamiento en losexistentes.El propósito específico de esta memoria es evidenciar el potencial histórico y el caráctervanguardista que significaba para la época este proyecto y, por otro lado, verificar que el MSVpermite a las organizaciones obtener la flexibilidad que necesitan para sobrevivir en entornoscambiantes, complejos y hostiles.

In 1971, during the government of President Salvador Allende, begins to developan innovative system of cybernetic management and transfer of information to support theindustrial management in Chile. The project was named Cybersyn, Cybernetic Synergy, orSynco (Sistema de Información y Control in spanish). It was designed to regulate the transferof information in the management of state enterprises throughout Chile using a rapid exchangeof information between companies and the government. He worked on this project until theday of the military coup that happened on September 11, 1973.The VSM (from the acronym of Viable System Model) or MSV (Modelo de SistemaViable in spanish) was the conceptual structure of management and control of informationof Cybersyn. Designed during the decade of the 60s and 70s by Staord Beer, consideredthe father of the “Organizational Cybernetics”, which represents the structure, activities,relationships and information flows necessary and sucient to secure the viability of anyorganization by giving them the flexibility they need to survive in hostile and changingenvironments with which it interacts. Today it is applied in dierent social systems both forthe design of new systems as in the diagnosis of malfunctions in the existentes.El purpose of this report is to demonstrate the historical potential and avant-gardecharacter which meant the time for this project and, on the other hand, demonstrate thatthe MSV allows organizations the flexibility they need to survive in changing environments,complex and hostile.
