Abstract
El presente trabajo tiene por objetivo proponer mejora a la política pública existente ala Educación Primaria desde la perspectiva de ésta como Superación de Pobreza de los másvulnerables, pues ésta situación se concentra principalmente sobre los más pequeños delpaís. La mejora, se realiza mediante el análisis de literatura y la comparación con paíseséxitosos en esta materia.En esta memoria, se comienza con el detallado análisis de la situación actual de laPobreza y la Educación en Chile, desde la perspectiva de políticas públicas implementadas alo largo de la historia, conociendo sus inicios como su evolución sobre los más necesitados,dando a conocer los principales indicadores de cobertura, normativa e instituciones parala Educación y por otro lado el indicador de Pobreza como su medición actual en Chile.Los datos en si mismo, muestran que aún existe un 11,7% de la población en situación dePobreza por Ingresos y un 19,1% en Pobreza Multidimensional, y que ésta se concentraen niños y jóvenes entre 0 y 17 años. En Educación, se ha avanzado hacia la cobertura de100% y de 89% para los niveles de primaria y secundaria, sin embargo para la EducaciónTemprana que es en lo que se basa este estudio sólo existe un 80% de cobertura, delcual solo un 40% corresponde a instituciones públicas; por lo que se apunta hacia unacobertura universal de este nivel. Lograr la cobertura universal para la Educación enPrimera Infancia, es un camino a largo plazo, sin embargo igualmente se debe avanzar enel corto plazo, lo que se basa en la mayor inversión a este nivel, invirtiéndo en cobertura,infraestructura, aprendizajes y calidad, destinando un total de MM$98.269, lo que setraducirá principalmente
The purpose of this study is to propose an improvement of the actual public policy ofPrimary Education from the perspective of Poverty Overcoming of the most vulnerable, asthis situation is concentrated mainly on the younger people of the country. The improvementis done through the literature analysis and a comparison with the most successful countriesin this area.This investigation begins with a detailed analysis of the current situation of Povertyand Education in Chile, from the perspective of public policies implemented throughouthistory, knowing its beginnings as well as its evolution over the most needed, makingknown the main coverage indicators, norms and institutions of Education and, on the otherside, the Poverty indicator as well as its current measurement in Chile. The data itselfshows that there is still a 11,7% of the population under Poverty situation because oftheir Incomes and a 19,1% living in Multidimensional Poverty, and this is concentratedin children and youngsters with ages from 0 to 17 years. In Education, there has been aprogress towards the coverage of 100% and 89% for de primary and secondary levels,however the Early Education, in which this study is based, present only an 80% coverage,of which only 40% corresponds to public institutions; so this report aims at universalcoverage on this level. Achieving universal coverage for the Primary Education duringChildhood, is long term path, but progress should also be made in short term, which is basedon the increased investment on this level, investing in coverage, infrastructure, learnings andquality, allocating a total amount of MM$98.269, which will mainly result in an increasednumber of crib rooms and kindergartens as well as educators, teachers and technicians.
