ESPECIFICACIONES TÉCNICAS GENERALES DE CONSTRUCCIÓN PARA PROYECTOS DERECONSTRUCCIÓN URBANA, SERVIU VALPARAÍSO

Abstract

El presente estudio corresponde a la memoria para optar al título de Constructor Civil por parte de la alumna que lo desarrolla. Este informe tiene por objetivo desarrollar el tema:Especificaciones Técnicas Generales de Construcción para proyectos de Reconstrucción Urbana en los cerros de Valparaíso, unificando criterios de construcción y de control, aportando en el trabajo administrativo y de control de obras.Entre los días 12 y 16 de abril del año 2014 ocurrió uno de los siniestros urbanos más grandes de la historia en Chile, que afectó a miles de personas en siete cerros de la ciudad de Valparaíso: El Litre, La Cruz, Las Cañas, Mariposas, Merced, Ramaditas y Rocuant. Ante tal evento, el gobierno de Chile a través del MINVU (Ministerio de Vivienda y Urbanismo) desarrolló un estudio complejo sobre el sistema de urbanización que hoy en día existe en Valparaíso, y por ende un plan de Reconstrucción y Rehabilitación Urbana. A partir de lo anterior, se creó un equipo de trabajo, Reconstrucción Urbana de Serviu, que realiza las tareas administrativas, de diseño, de inspección y control de obras de urbanización en los cerros afectados, sumando las obras de mitigación para convertir en habitables los terrenos de la zona afectada. Sin estas obras de mitigación, los beneficiarios no podrían contar con los permisos de edificación para la construcción de sus viviendas. En concreto, se redactan en el presente trabajo, las Especificaciones Técnicas Generales de Construcción para obras de pavimentación (calles y pasajes); obras de conectividad (escaleras, veredas, paseos peatonales, etc.); obras de contención, como muros de hormigón armado, muros de mampostería, hormigón proyectado (shotcrete) y morteros proyectados; obras de evacuación de aguas lluvias. Además, se unifican los criterios de construcción y de control de las partidas asociadas fundamentando toda la información en el Código de Normas y Especificaciones Técnicas Generales de Construcción de Obras de Pavimentación MINVU 2016, siendo complementado con la Norma Chilena vigente relacionada, normas ASSHTO y Manual de Carreteras versión 2017.

The following research has been developed in order to accomplished the undergraduate degree of Civil Constructor on behalf of the student who has conducted it. This document aims to develops the following subjects:General Technical Specifications for the Construction of Urban Reconstruction projects in Valparaíso, unifying criteria of construction and control, contributing on the administrative work and control of works.Between the 12th and the 16th of april 2014, one of the most destructing fire incident occurred in Chile, affecting thousands of people in seven hills in the city of Valparaiso: El Litre, La Cruz, Las Cañas, Mariposas, Merced, Ramaditas and Rocuant. Because of this event, the government of Chile through develops a complex study on the system of urbanization that currently is in Valparaíso, and therefore a plan of Reconstruction and Urban Rehabilitation. In consecuense, a work team, Urban Reconstruction of SERVIU is created, which performs the administrative, design, inspection and control tasks at urbanization works in Valparaiso, adding the mitigation projects to make habitable the land in the affected area. Without these mitigation works, the beneficiaries could not have building permits for the construction of their homes. In general, the student writes in the fallowing research, the Technical Specifications for Construction of paving works (streets and passages); connectivity works (stairs, sidewalks, walkways, etc.); containment works such as concrete walls reinforcement, masonry walls, concrete and projected mortars; projects for evacuation of rainwater. In addition, the criteria for construction and control of the associated items will be combined in the present work, based on all the information in the Code of Standards and General Technical Specifications for the Construction of Paving Works MINVU2016, and will be complemented by any current Chilean Standard, ASSHTO standards and Highway Manual 2017.
