Abstract
El presente trabajo de memoria tiene como objetivo el aumento de la ventaja competitiva de una empresa constructora, mediante la entrega de una propuesta de un modelo de gestión de calidad que cumpla con los requisitos y normativas fundamentales para poder optar a la certificación ISO 9001:2008. El desarrollo de este proyecto se aplica en la Constructora Cordillera del Bosque Limitada, empresa que esta asociada a la Inmobiliaria Bosques Andinos. El sistema desarrollado esta centrado en todos los principios de administración de calidad con los cuales una organización debe contar para poseer un modelo óptimo que permita administrar eficientemente y mejorar la calidad de sus productos. Siempre enfocándose en la satisfacción del cliente y el mejoramiento continúo. En primera instancia se interiorizara al lector con algunos conceptos fundamentales en relación a la industria de la construcción, las características principales del sector y las reglamentaciones legislativas que afectan la industria. Luego se procederá a definir los Sistemas de Gestión de Calidad y describir las exigencias de la Norma ISO 9001:2008. Con la finalidad de poder integrar las exigencias y plantear una metodología de elaboración, desarrollo e implementación del sistema de gestión de calidad que se quiere ejecutar, abarcando el máximo de exigencias que la Norma exige. Asimismo, para tener claridad de los procedimientos a seguir para la elaboración de la propuesta de mejoramiento de la gestión de la Constructora basado en un SGC certificable bajo la Norma ISO 9001:2008.El proyecto de diseño, implementación y certificación de Constructora Cordillera del Bosque Limitada comienza en octubre de 2011, con una expectativa de duración de 24 meses, es decir, teniendo como plazo final octubre de 2013. Durante este periodo, se comienzan a desarrollar las actividades necesarias para la propuesta de un sistema de gestión de calidad. En primer lugar se realizan el levantamiento de información que formará parte de los requisitos establecidos por las Normas ISO 9001:2008 para su implementación. Además se levantan algunos procedimientos considerados claves para la entrega del producto y los seis procedimientos obligatorios entre ellos: control de documentos, control de registros, control producto no conforme, acciones correctivas, acciones preventivas y auditorías internas. El proyecto de un sistema de gestión de calidad contempla siete etapas: análisis y diagnóstico inicial, planificación y definiciones, documentación del sistema, comunicación y capacitación, implementación del sistema, auditoría interna y mejora continua y finalmente la certificación. Se debe considerar que las primeras tres etapas ya se encuentran ejecutadas al momento de la presentación de la propuesta, y se propone plantear el proyecto completo con el fin de implementarlo cuando sea necesario y requerido por las autoridades de Dirección.
The present document sought to increase the competitive advantage of a construction company, by providing a proposal for a quality management model that meets the key policy requirements and to qualify for ISO 9001:2008. The development of this project wasimplemented in the Cordillera del Bosque Limitada, a company that is associated with the Inmobiliaria Bosque Andinos.The developed system was focused on all quality management principles with which an organization must have to possess an optimal model that can administer efficiently, improve the quality of its products or services, always focusing on customer satisfaction and continuous improvement.At first, the objective was to internalized the reader with some fundamental concepts related to the construction industry, its main characteristics and legislative regulations that affect it.Then it was proceed to define the Quality Management System and described the requirements of ISO 9001:2008, in order to integrate the requirements and propose a methodology for designing, developing and implementing the quality management system executed, covering the maximum requirements that the standard demands. Also, to be clear about the procedures for the preparation of the proposal to improve the management of the construction company based on a QMS certifiable under ISO 9001:2008.The project design, implementation and certification of Cordillera del Bosque Limitada started in October 2011, with an expected duration of 24 months, that is, with the October 2013 deadline. During this period, it began to develop the activities necessary for the proposal of a quality management system. Firstly, a lifting of information became part of the requirements established by the ISO 9001:2008 for its implementation. In addition, lifted some procedures considered key to the delivery of the product and the six mandatory procedures, including: document control, checking records, control non-conforming product, corrective actions, preventive actions and internal audits.The project ofa quality management system contained seven stages: analysis and initial diagnosis, planning and definitions, system documentation, communication and training, implementation of the system, internal auditing and continuous improvement, and finally the certification. Was considered that the first threestages were already executed at the time of presentation of the proposal, and proposed to raise the entire project in order to implement it when needed and required by the authorities of the company.
