Abstract
TEMA I: Valparaíso actual, desafíos del contexto.
This thesis-memory has been prepared as part of the degree requirements for the professional title of Architect under the Project-Based Professional Practice modality. It is based on my professional experience at the Social Arcquitectura Sponsoring Entity in Valparaíso, where I completed an eight-month internship. This experience led me to investigate the importance of repopulating the Plan of Valparaíso. From thath experience, I identified three main research topics related to the central question: ¿Why would it benefit the city of Valparaíso if people returned to live in the Plan? Through these topics, I examine the social context, regulatory framework, design considerations, challenges, and benefits from the perspective of a Sponsoring Entity. TOPIC I: Present-Day Valparaíso: Context and Challenges. The first topic focuses on analyzing the city's current context, examining why it functions as it does, its urban development over the past decade, the challenges involved in increasing the density of the urban center, and quantitative data that help explain the issues currently affecting Valparaíso. TOPIC II: Social Housing Management The second topic examines how the Chilean State addresses the housing deficit among low-income households through the Solidarity Housing Fund Program (Fondo Solidario de Elección de Vivienda, D.S. N° 49). It explores the program's benefits, regulatory framework, eligibility requirements, and the administrative processes necessary for its implementation. TOPIC III: Approaching an Intervention in the Plan of Valparaíso Finally, the concluding (...).
