Abstract
El siguiente trabajo tiene como objetivo el optimizar un proceso critico para toda empresa inmersa en el rubro del trasporte aéreo como Sky Airline, la gestión de sus proveedores, mediante el desarrollo de un sistema integral que le permita seleccionar de manera efectiva a nuevos participantes, realizando evaluaciones iniciales que consideren requisitos básicos, aeronáuticos y propios de la empresa y también a proveedores que hayan sido seleccionados, mediante evaluaciones continuas en términos de medir la calidad y el tiempo de entrega de productos o servicios abastecidos, para permitir a la empresa generar una estrategia en su cadena de abastecimiento que la conduzcan a mejorar resultados esperados, en términos de calidad y tiempo de ejecución del mantenimiento de aeronaves, lo cual resulta ser particularmente importante, ya que los requisitos de sus pasajeros aumentan constantemente en relación a puntualidad y frecuencia de vuelos, además de la continua competencia que mantiene con otras aerolíneas de la región, que obliga a Sky Airline a evaluar y mejorar continuamente sus capacidades. Debido a la importancia que representa para la empresa el control y ejecución del mantenimiento, actividad dependiente en gran medida de un adecuado proceso de abastecimiento, razón por la cual este trabajo se enfocará principalmente en la gerencia técnica de la empresa, ya que involucra áreas relacionadas en este proceso, tales como abastecimiento, planificación y control e Ingeniería. Actualmente la empresa utiliza una metodología de evaluación centrada solo en aspectos técnicos aeronáuticos, que presenta múltiples falencias, ya que no considera aspectos importantes como la evaluación continua y tampoco requisitos básicos mínimos que deben cumplir los proveedores, con el objeto de obtener un perfil y un índice de calidad de los mismos que les permitan asegurar la conformidad de sus productos, con los requisitos especificados por sus clientes. También contribuye en generar requisitos exigidos por IATA (International Air Transport Association), para acreditarse bajo la norma IOSA (IATA Operational Safet y Audit), que requiere que los operadores aeronáuticos implementen un sistema Integral de gestión que dé cuenta de su calidad y seguridad, considerando una serie de requisitos que Sky Airline debe implementar como:
−Control operacional (Procesos y procedimientos específicos). −Control de Dispositivos de Seguimiento y Medición. −Evaluación y selección de Proveedores. −Compras (Logística) (Incluye control de productos y servicios comprados)−Control de Documentos y registros. −Requisitos de la gestión de recursos, infraestructura y ambiente laboral. Por lo tanto este trabajo establecerá los requisitos necesarios para la evaluación en forma cuantitativa de manera inicial y continua de sus proveedores, de acuerdo a:•La evaluación cuantitativa inicial, comprenderá la siguiente estructura:−Requisitos básicos, de acuerdo en norma Chilena NCh2769 / 2770 Of2003−Requisitos específicos del rubro aeronáutico−Requisitos específicos de la empresa. La evaluación continua de proveedores considera requerimientos de acuerdo a:−Revisión de Programas entre Sky Airline y sus proveedores, utilizando registros escritos que permitan realizar seguimientos y control de no conformidades o temas pendientes −Medición de performance en la entrega (OTD- On Time Delivery) y calidad en (OQD- On Quality Delivery) de productos abastecidos. Con la información generada se realizará un informe ejecutivo, que permita una fácil comprensión a los responsables o participante en los procesos de gestión de proveedores, estableciendo indicadores totales y propios de los resultados obtenidos en la evaluación inicial por cada tipo de requisito considerado, e indicadores de OTD y OQD, obtenidos a partir de la evaluación continua, además de responsabilidades para del proveedor, en caso de haber no conformidades o resoluciones pendientes de realizar, con el fin de obtener mejoras concretas en el tiempo que demora la ejecución del mantenimiento programado, ya que actualmente la empresa presenta rendimientos muy dispares en comparación con registros que maneja la industria para trabajos de iguales condiciones, por ejemplo según registros de otros operadores, el tiempo promedio de ejecución de un chequeo “C” es de 21 días, pero en Sky Airline, este mismo trabajo tiene un tiempo de ejecución de 36 días en promedio (Fuente, sistemas de control Alkym), principalmente generado por retrasos en el abastecimiento de repuestos y consumos necesarios para su realización, generando una desviación de un 67%, que afecta la planificación de sus vuelos.

Due to the importance that it represents for Sky Airline control and execution o f maintenance, an activity largely dependent on an adequate supply process, which is why this paper will focus primarily on the technical management of the company, and related areas involving in this process, such as procurement, planning and control and engineering.The company currently uses an assessment methodology focused on technical aspects only aircraft that has many flaws, and does not consider important aspects such as continuous assessment and no basic minimum requirements to be met by suppliers, in order to obtain a profile and a rate their quality to enable them to ensure compliance of their products with the requirements specified by customers. It also helps in generating requirements of IATA (International Air Transport Association), for accreditation under the standard IOSA (IATA Operational Safety Audit), which requires aircraft operators to implement a comprehensive management system to account for their quality and safety, considering a series of requirements that must be implemented as Sky Airline:-Operational control (processes and procedures).-Monitoring Devices Control and Measurement.-Evaluation and selection of suppliers.-Procurement (Logistics) (includes control of products and services purchased)-Document Control and Records.-Requirements resource management, infrastructure and work environment.Therefore this work will establish the requirements for a quantitative evaluation of initial and continuous way its suppliers, according to:•The init ial quantitative assessment will comprise the following structure: -Basic requirements, according to Chilean standards NCh2769 / 2770 Of2003.-Specific requirements for the aeronautical category. -Specific company requirements.•Ongoing evaluation of suppliers considered requirements according to the measurement of returns that suppliers submit, considering:-Program review between Sky Airline and its suppliers, using written records that allow for tracking and control of nonconformities or outstanding issues-Measuring delivery performance (OTD-On Time Delivery) and qualit y (Quality OQD-On Delivery) of products supplied.With the information generated will be perform an executive report, allowing an easy understanding of the different agencies responsible for or participating in the vendor management process, establishing indicators of total and own the results of the initial evaluation for each considered such a requirement, and indicators of OTD and OQD, obtained from continuous assessment, as well as responsibilities to the supplier, in case of outstanding nonconformities or to make decisions, to obtain concrete improvements in the time it takes the execution of scheduled maintenance, as the company currently has very different performance compared to the industry thathandles records for equal work conditions, such as other operators, the average execution time a check "C" is 21 days, but Sky Airline, this job has an execution time of 36 days on average (Source Alkym control systems), primarily generated by delays in the supply of spares and consumables required for completion, generating a deviation of 67%, which affects the planning of their flights.
