Abstract
En este estudio se evalúa una metodología e implementación que logre realizar en el país un proyecto de generación de energía a través de un parque eólico offshore. Para lograr el objetivo se estudiaron los conceptos asociados a las tecnologías para la generación de energía a través del viento, además de las demás energías renovables no convencionales. Observando la experiencia de otros países en temas energéticos y en especial énfasis en la energía eólica, se estudió un sistema de generación y de emplazamiento del proyecto para su mejor funcionamiento y cómo genera beneficios para la sociedad.
Chile posee experiencia en la utilización de la energía eólica, pero a un bajo nivel y solamente en tierra firme. No existe experiencia en la energía eólica offshore en América Latina. Los pioneros en este tema son los países europeos en el Mar del Norte debido a las condiciones de suelo y viento que existen en aquella zona. La energía eólica offshore tiene gran potencial debido a posee un factor de utilización mayor a su contraparte en tierra, por lo que se puede apuntar a construir parques más grandes y así generar mayores cantidades de energía.
En este estudio se analiza además la actualidad chilena e internacional en el tema de las ERNC, y se evalúa bajo condiciones normales de diseño el mejor lugar de emplazamiento en territorio nacional, seguido de un estudio del recurso eólico. Finalmente, se realiza la evaluación económica tanto privada como social para determinar la viabilidad del proyecto y determinar de qué manera es la forma más adecuada y beneficiosa de implementar el proyecto.
Throughout this study, a methodology and implementation is evaluated to achieve in the Country an offshore wind farm project. To achieve the goal, it was necessary to learn about concepts associated to energy generation technologies from the wind, as well as the other Non-Conventional Renewable Energies. Observing the experience from other countries in energy policies with emphasis in wind energy, a system for the generation and location of the project was studied to achieve its best functioning and how to generate the greater benefits to the society. Chile has experience in the use of wind energy, but in a low and only onshore level. There isn’t experience in offshore wind power en Latin America. The lead is in the countries in Europe, in the Northern Sea, given the beneficial conditions of the seafloor and wind in that area. Offshore wind power has proven great potential due to his higher capacity factor to his onshore counterpart, so you can expect to build bigger windfarms and generate this way larger amounts of energy. This study also analizes the chilean and international present regarding Non-Conventional Energy Resources, and under normal design conditions the best location in national territory, second to a study of the wind resource in the área. Finally, an economic evaluation, both private and social, is presented to determine the project’s feasability and to establish the best and most beneficial way to make the project.
