Abstract
Valparaíso was one of the main ports of the South Pacific during the 19th century, developing a cosmopolitan character whose architecture and adaptation to the topography, in addition to its outstanding universal values, earned it recognition as a UNESCO World Heritage Site in 2003. However, the progressive deterioration and depopulation of Barrio Puerto have put these heritage values at risk. Both the nomination dossier and the 2022 UNESCO Technical Advisory Mission Report agree that the recovery of the area should prioritize the residential function as a driver of revitalization, complementing it with economic reactivation, improvements to public space, and community participation. In response to this assessment, the project proposes a social housing complex for low-income families in the Plaza Echaurren–Serrano Street area, with the aim of contributing to the repopulation of the neighborhood and fostering the revitalization of its urban life. The complex incorporates two- and three-bedroom apartments, community spaces, housing-related services, and a ground floor designated for commercial use, in accordance with current regulations and the guidelines of the World Heritage Site Management Plan, contributing both to heritage conservation and to the well-being of its future inhabitants.
