PROPUESTA DE SISTEMA PARA LA EVALUACIÓN DEL CUMPLIMIENTO DE BASES DE PREVENCIÓN DE RIESGOS LABORALES PARA CONTRATOS DE OBRAS SERVIU REGIÓN DEL BIOBÍO

Abstract

Considerando las responsabilidades y obligaciones emanadas de la Ley 20.123 del Ministerio del Trabajo y Previsión Social, Ley de Subcontratación, y que SERVIU Región del Biobío ha de implementar este año las nuevas “Bases de Prevención de Riesgos Laborales para Contratos de Obras SERVIU Región Del Biobío”, guía y reglamento que todo contratista que labore proyectos SERVIU en la región debe cumplir, y de la necesidad de evaluar el cumplimiento de dicho documento por las empresas, nace la propuesta de un Sistema de Evaluación que cumpla con este objetivo y permita la mejora continua.El Sistema de Evaluación del cumplimiento de las Bases de Prevención de Riesgos Laborales para Contratos de Obras SERVIU Región Del Biobío, propone dos etapas, donde la primera tiene carácter de verificación del cumplimiento legal y la última de comparación de resultados que permita la generación de una base de datos. Se utilizará el formato de Listas de Verificación (o Listas de Chequeo) para controlar el cumplimiento de los requisitos establecidos en las Bases y la legislación vigente y una plantilla Excel que permitirá comparar los resultados de dicha evaluación en cuanto a contratistas y proyectos en un plazo no menor a un año.Con este sistema se espera no solo crear una herramienta de evaluación que califique y corrija la mala praxis u omisión del cumplimiento de requisitos legales y administrativos, sino una herramienta capaz de permitir la evolución de la gestión del Servicio de Vivienda y Urbanismo de la Región del Biobío en temas de seguridad y salud ocupacional para con sus contratistas de proyectos

Considering the responsibilities and obligations emanating from Law 20.123 of the Ministry of Work and Social Welfare, "Subcontracting Law", and that SERVIU Region of Biobío has to implement this year the new "Bases of Occupational Risk Prevention for Works Contracts SERVIU Region of Biobío ”, a guide and regulation that every contractor that works SERVIU projects in the region must comply with, and from the need to evaluate the compliance of said document by the companies, the proposal of an Evaluation System that meets this objective and allows continuous improvement.The System of Evaluation of the compliance of the "Bases of Occupational Risk Prevention for Works Contracts SERVIU Region of Biobío”, proposes two stages, where the first has character of verification of the legal fulfillment and the last one of comparison of results that allows the generation of a database. The format of Checklists (or Checklists) will be used to control compliance with the requirements established in the Bases and current legislation and an Excel template that will allow comparing the results of said evaluation in terms of contractors and projects in a term not less than one year.With this system it is hoped not only to create an evaluation tool that qualifies and corrects the bad praxis or omission of compliance with legal and administrative requirements, but a tool capable of allowing the evolution of the management of the Housing and Urban Planning Service of the Region of the Biobio (SERVIU) in occupational health and safety issues with your project contractors.
