Abstract
Este estudio se basa en la aplicación de la ley de concesiones en Establecimientos
Educacionales Municipales, con ci objetivo de aumentar la calidad en la infraestructura y
en la entrega de servicios en el área no educacional.
Se consideró la evaluación en la Región Metropolitana por ser la de mayor
participación en establecimientos educacionales municipales en el país, y para realizar una
comparación entre la inversión por alumno entre el privado y el público se utilizaron los
datos entregados por la municipalidad de Ñuñoa, ya que es la Única que los publica.
Se analizaron los riesgos asociados en ci proyecto de forma cualitativa y se
asignaron a una de las partes público o privado. Luego se definió el establecimiento para
analizar, que es de tamaño mediano, COn600 alumnos y se encuentra en el tamaño de
mayor participación dentro de la Región Metropolitana.
La inversión fue de 129.158,19 U.F. la que incluye cuatro establecimientos
concesionados, activos fijos, más ci complejo deportivo, obteniendo un subsidio fijo de
construcción (IC 14.350,91 U.F. y de operación 77.397,58 U.F. Utilizando una tasa de
descuento del proyecto 7,9%, que fue calculada utilizando costo de capital ponderado y una
tasa de interés del 7% para ci financiamiento, ci VAN da 47.174,20 U.F. y una TIR de
2 1,52%.
Con los datos obtenidos se puede concluir que ci proyecto es rentable en ci periodo
de concesión con los subsidios calculados. Si bien estos son elevados en comparación con
la subvención que hoy entrega ci Ministerio de Educación a las Municipalidades, se debe
considerar realizar este tipo de concesiones, así se podrá, al menos, disminuir la brecha
entre la infraestructura de los establecimientos privados y públicos.
This study is based on the application of the concessions law on Municipal Educational Establishments, with the aim of increasing the quality of infrastructure and service delivery in non-educational area. Assessment was considered in the metropolitan area because it has the biggest participation in municipal educational establishments in the country. To compare investment per pupil between the private and the public educational establishments, we used the data furnished by the municipality of Nufloa, because it is the only one that publishes that kind of information. We analyzed the risks related to the project qualitatively and we assigned it to the public or private party. Then we deflned the establishment to analyze, which is medium in size, with 600 students, because establishments with this number of students are part of the biggest amount of educational establishments inside the Metropolitan Region. The considered investment was UF 129,158.19 with four concession facilities, fixed assets, plus the sports complex, obtaining a construction subsidy of UF 14,350.91 and an operation subsidy of 77,397.58 U.F. Using a discount rate of 7.9%, that was calculated using WACC (Weighted average cost of capital), and an interest rate of 7% for the funding, we get a NPV of UF 47,174.20 and an IRR of21.52%. Using that data we can conclude that the project is profitable in the concession period, with those calculated subsidies. Although they are high compared with the subsidy that now delivers the Ministry of Education to the municipalities, we should consider to make such concessions to the infrastructure, so this way, at least, we could produce a reduction to the gap between private and public establishments.
