Abstract
En esta investigación se abordará una parte de la cadena de suministro poco explorada por algunas Pymes Chilenas: los proveedores. Se detectó que la industria olivícola de la III Región de Atacama atraviesa por un fuerte problema de comercialización, impulsado por la competencia en precio y calidad de productos entrantes de países vecinos. Para hacer frente a este dilema, las empresas han realizado grandes inversiones para desarrollar nuevos productos, tales como el Aceite de Oliva, puesto que la demanda por aceitunas ha decrecido. El problema radica en que esta ampliación a nuevos mercados no ha resultado lo suficientemente rentable para la industria. Se entrevistó a la Hacienda María Isabel, productora de aceitunas y aceite de oliva, quienes declaran que ésta decisión se toma bajo la presión de que es muy complejo solucionar los problemas de producción, ya que en su opinión estos provienen de los trabajadores, quienes poseen características propias de la región difíciles de alterar. Sin embargo, al escarbar un poco más en el desempeño de la empresa, se llega a la conclusión de que esta no consideraba en sus análisis a su cadena completa, sin pensar que los proveedores podrían ser fuente de problemas. No consideraban en sus cálculos que contar con una logística confiable, mejora la capacidad de producción de la empresa. Por otra parte actualmente existen programas de fomento con financiamiento de la CORFO que no están siendo aprovechados. Uno de estos es el Programa de Desarrollo de Proveedores, mundialmente reconocidos por sus aportes en: reducción de costos, políticas de precios con proveedores, mejora tecnológica, relación de confianza con proveedores y clientes, gestión de calidad total, certificaciones, mejora organizacional, JIT y medio ambiente entre otros. Así los Programas de Desarrollo de Proveedores, que comprenden diagnóstico de las operaciones actuales, evaluaciones al desempeño de cada proveedor e implementaciones de mejoras, ayudarán a aumentar la eficiencia y eficacia del negocio.
Debido a que esta empresa es representativa de las empresas del mismo rubro en la región, comparten proveedores y es probable que presenten problemas similares. Por lo tanto el desarrollo de estos proveedores contribuye a todo el cluster exportador de Aceite de Oliva de la región. Con esta información se fabricó un modelo de desarrollo de proveedores ajustado a la industria y región, comprobando cada punto con datos reales, que consta de los siguientes puntos: Identificación de Suministros Críticos, Definir los problemas de subcontratación más importantes, identificación de Proveedores Críticos, selección de los Proveedores a desarrollar, análisis costo/beneficio del proyecto, conformación del equipo de trabajo, establecimiento de objetivos, reuniones con proveedores, estudiar la factibilidad técnico-económica de proyectos, selección de proyectos y planificación, fabricación de Indicadores de control y finalmente actualizar objetivos. Finalmente se realizó un análisis de la inversión en el programa y su sensibilidad con las condiciones actuales de la empresa, de lo cual se desprende que el costo para implementar PDP asciende a 3,5 millones de pesos para la etapa de Diagnóstico y 32,5 millones para la etapa de desarrollo, lo cual representa a 9% de los actuales niveles de inversión que mantiene la Hacienda María Isabel.
This research will address some of the supply chain for some unexplored Chilean SMEs: suppliers.It was found that the industry Olivícola Atacama Region III is going through a strong marketing problem, driven by competition on price and quality of incoming products from neighboring countries. To address this dilemma, companies have invested heavily to develop new products, such as olive oil, as demand has fallen olives. The problem is that this expansion into new markets has not been profitable enough for industry.We interviewed the Hacienda Maria Isabel, producer of olives and olive oil, who declare that this decision was taken under pressure that is too complex to solve production problems, since in his opinion these are from workers who have characteristics of the region difficult to alter.However, dig a little deeper into the company's performance, it concludes that this analysis did not consider in its entire chain, not thinking that suppliers could cause problems. Not considered in the calculations that have a reliable logistics, improving production capacity of the company.Moreover there are currently building programs funded by CORFO that are not being exploited. One of these is the Supplier Development Programme, world renowned for their contributions: cost reduction, pricing with suppliers, technological improvement, trusting relationship with suppliers and customers, total quality management, certification, organizational improvement, JIT and environment among others. Thus Supplier Development Programs, which include diagnosis of current operations, performance evaluations and implementations of each provider of improvements, will help increase the efficiency and effectiveness of the business.Because this company is representative of companies in the same sector in the region, share suppliers and are likely to have similar problems. Therefore the development of these providers contributes to the whole cluster of olive oil exporter in the region. With this information we fabricated a supplier development model adjusted for industry and region, checking every real data point, consisting of the following: Identification of critical supplies, subcontracting Define major problems, identification of critical suppliers, selection of suppliers to develop cost / benefit analysis of the project, the team formation, goal setting, meetings with suppliers, study the technical and economic feasibility of projects, project selection and planning, manufacturing control and finally Indicators update goals.Finally, an analysis of the investment in the program and its sensitivity to the current conditions of the company, which shows that the cost to implement PDP amounts to 3.5 million pesos for the diagnosis stage and 32.5 million for the development stage, which represents 9% of current levels of investment that keeps the Hacienda Maria Isabel.
