Abstract
La seguridad operacional constituye un pilar fundamental dentro de la industria de transporte aéreo, que permite el resguardo de los recursos humanos y materiales. OACI, en el año 2006, con el objetivo de integrar factores humanos y seguridad operacional a la estrategia comercial de la industria, recomendó el implementar un Sistema de Gestión de la Seguridad (SMS) en cada línea aérea, alineado a un sistema de gestión de la seguridad a nivel estatal (SSM) de manera de permitir un equilibrio entre producción y seguridad. No obstante lo anterior, la industria continúa vulnerable ante la ocurrencia de accidentes/incidentes por diferentes causas, siendo una de ellas la presencia de objetos extraños, en las áreas de operación de los aeropuertos. Estos elementos, causan daños importantes especialmente a las aeronaves los que a nivel mundial son conocidos como Foreign Object Damage (FOD). El origen de estos elementos se encuentra en la infraestructura del aeropuerto, operaciones de aeronaves y otros (personal, herramientas, basura, etc.). De acuerdo a estudios internacionales estos costos superan los US $ 4000 millones anuales (Boeing, 2006). En atención a que todos los aeropuertos son diferentes, los sistemas de control de este riesgo deben estar diseñados conforme a las necesidades particulares de cada aeropuerto. Actualmente la DGAC de Chile a través de su reglamentación (DAR, DAP, DAN) asigna responsabilidades en forma general y plantea algunas acciones especificas para el enfrentamiento de esta problemática. No obstante lo anterior, AMB no cuenta con un programa sistemático de prevención de este riesgo.
Debido al volumen de las operaciones aéreas y la magnitud de los daños producidos por este tipo de eventos se hace necesario formular un sistema de control para el riesgo de objetos extraños (FOD) en AMB que involucra en conjunto líneas aéreas, empresas de handling y administración AMB, a través de una participación activa de estas entidades en la aplicación de las siguientes medidas: educación, sistemas de eliminación de elementos constitutivos de FOD, supervisión, notificación de eventos FOD, acciones correctivas y evaluación del funcionamiento del sistema. Para alcanzar el objetivo principal, el sistema propone abarcar tres áreas principales: Cultura de Seguridad Operacional respecto al riesgo FOD, Operaciones y entrenamiento; cada una con sus objetivos claros En consecuencia, al implementar este sistema, se busca anular y/o minimizar la presencia de objetos extraños en el área de movimiento de AMB.

No matter this the industry continues being vulnerable in the occurrence of accidents and incidents for different causes being one of them the presence of foreign objects which are into de operation areas of the airports. Those elements causes important damage specially to aircrafts which is known as Foreign Object damage (FOD) The origin of the elements can be found in the airport infrastructure, aircraft operations and other causes ( personnel, tools, garbage ,etc.). In accordance with international studies, the cost originated is more than US $ 4000 million each year (Boeing 2006). In accordance to all airports are different, the control systems for this risk must be designed in a different manner attending to the particular requirement of each airport. Actually the Chilean Aeronautical authority (DGAC) in its regulations DAR, DAP, DAN assigns responsibilities in a general way and poses some specific actions to face this problem. No matter, AMB does not have a systematic program to prevent the risk. Due to the volume of air operations and the magnitude of damage produced for this kind of events, it is necessary to formulate a control system for FOD to joint airliners, handling enterprises and AMB administration to participate in an active way in application of next measures: education, elimination systems of FOD, supervising, FOD events notification, corrective actions and system functioning evaluation. To rich the principal objective the system proposes to go into three principal areas: operational safety culture, Operations and training respect to FOD risk. Each one with clear. In consequence the system implementation reach to avoid or top lay down the presence of foreign objects in movement area of AMB.
