Abstract
Esta memoria consiste en proponer una metodología de mejoras a los procesos de asignación de beneficios, aplicado al caso real de la acreditación socioeconómica y renovación de beneficios del Campus Vitacura UTFSM. Al analizar los posibles problemas, se observa que cada año en las matrículas se genera un cuello de botella por la alta demanda de los alumnos de primer año en la acreditación socioeconómica. Por otro lado, el otro proceso crítico es la renovación de beneficios, donde el año 2016 el 20% de los renovantes no hizo o terminó el proceso. Se comienza con el desarrollo del marco teórico como fundamento de la metodología. Posterior a ello se describe la situación actual de los procesos apoyándose en el uso de la herramienta Value Stream Mapping (VSM) de la metodología Lean. Y metodología DMAIC, perteneciente a Seis Sigma, para el proyecto de mejora. La cual permitió estructurar el trabajo en cinco etapas: Definir, Medir, Analizar, Mejorar y Controlar. Mediante estas etapas en primer lugar se definió el proyecto de mejora, luego se recopilaron cuantitativamente los datos de los procesos, posteriormente se analizaron las causas potenciales con la ayuda de un Diagrama Causa-Efecto perteneciente a las herramientas básicas de calidad, seguidamente se realizan varias propuestas de mejora para cada una de las problemáticas detectadas en la fase anterior. Junto con ello se jerarquizan de manera de optimizar los recursos, dándole prioridad a las mejoras que tengan un mayor impacto utilizando un menor esfuerzo. Se generó un plan de implementación para la resolución de los problemas y finalmente se establecen los pasos siguientes en la etapa de control del trabajo para asegurar su sustentabilidad. Al aplicar la metodología, se espera un proceso de acreditación socioeconómica fluido, un cuello de botella reducido a su mínima expresión y que el alumno tarde en promedio 14 minutos en realizar el proceso. Mientras que para la renovación de beneficios disminuir a un 10% la cantidad de alumnos rezagados. Finalmente se realiza una evaluación económica, con el costo que implica llevar a cabo las mejoras.
This memoir consists in the proposal of a methodology for the optimization of the processes involved in the assignation of financial aids, applied to the process of socioeconomic status verification, and renewal of financial aids of Campus Vitacura, UTFSM. After analyzing possible problems, it is observed that every year when the matriculation process is done, a bottleneck effect occurs during the socioeconomic status verification of students due to the high demand from new students. The other frequent problem occurs during the renewal of financial aids. For example, in the year 2016, 20% of the students either did not go through the process or did not finish it. First a theoretical framework is developed as the underlying base of the methodology. Afterwards the present situation of the processes are described using the Value Stream Mapping (VSM) tool of the Lean methodology. Six Sigma’s DMAIC methodology was also used for the improvement project. This gave the basis to divide the work in five stages: Define, measure, analyses, improve and control. The improvement project was defined through these stages; then quantitative data was collected regarding the processes. Afterwards the potential causes were analyzed using a Cause-Effect diagram, which is part of the basic quality tools. Then solutions are proposed to deal with the problems regarding critical processes, various improvement proposals are made for each of the problems detected in the previous phase. Along with this are prioritized in order to optimize resources, giving priority to the improvements that have greater impact using less effort, based on the implementation plan to solve problems generated beforehand, and lastly the next steps in the control stage of the project are established to ensure its sustainability. In applying the methodology, a fluid process of socioeconomic status verification is expected, a bottleneck reduced to its minimum expression and that the student takes on average 14 minutes in carrying out the process.
