QHAPAQ ÑAN, Sistema vial andino (tramo chileno). Evaluación crítica de la gestión de un sitio patrimonio mundial

Abstract

La presente memoria corresponde al proceso de titulación para optar al título de Arquitecta bajo la modalidad de titulación de Práctica Proyectual, en un contexto laboral de ocho meses en la consultora Paisaje Rural. Patrimonio & Ambiente, ubicada en Valparaíso. A partir de la experiencia y la principal temática trabajada durante ese periodo, se desarrollan tres temas de estudio en torno a la gestión del Sitio de Patrimonio Mundial Qhapaq Ñan, Sistema Vial Andino, los cuales son profundizados y enfocados en el tramo chileno, en busca de visualizar el futuro desarrollo y la correcta ejecución de proyectos de gestión territorial que actualmente integran a la arquitectura en un campo tradicionalmente de investigación arqueológica. TEMA I. CONSIDERACIONES GENERALES DEL SITIO DE PATRIMONIO MUNDIAL QHAPAQ ÑAN, SISTEMA VIAL ANDINO. En la primera parte de la investigación, se presentan y analizan los fundamentos de su declaración como Sitio de Patrimonio Mundial, el proceso de su inscripción, los componentes que lo identifican y las recomendaciones de organismos internacionales en torno a su gestión, pues trata de un bien seriado y transnacional que, debido a su complejidad en el territorio, comprende desafíos en torno a su gestión y conservación. En base a la información, se recogen los principales elementos para una gestión efectiva de un bien con estas características. TEMA II. GESTIÓN Y ADMINISTRACIÓN DE LOS SITIOS DE PATRIMONIO MUNIDAL EN CHILE. Posteriormente, se estudia el funcionamiento de los Sitios de Patrimonio Mundial en Chile, a partir del rol que cumple el Estado en su protección, promoción y conservación de cada uno de ellos. Además, se reconocen los organismos que cumplen la función administrativa para cada uno de ellos, debido a que tras una década de la incorporación del Qhapaq Ñan, Sistema Vial Andino en la Lista de Patrimonio Mundial de la Unesco, este aún no presenta una entidad administradora que comprenda una gestión equitativa y consecuente a las necesidades que presentan los cinco subtramos que integran la declaración desde el territorio chileno. Por lo cual se analiza el escenario nacional de los Sitios de Patrimonio Mundial, con el objetivo de proyectar las alternativas en torno a la gestión y administración del caso de estudio. TEMA III. GESTIÓN ACTUAL DEL QHAPAQ ÑAN, SISTEMA VIAL ANDINO (TRAMO CHILENO). Finalmente, se identifican los cinco subtramos del Qhapaq Ñan en Chile y se analizan tres proyectos en los que se colaboró previo y durante el proceso de Práctica Proyectual, en los cuales se identifican metodologías de gestión e intervención que involucran a diferentes comunidades indígenas asociadas al camino, con la intención de analizar el proceso y resultado en cada uno de ellos y de comprender las necesidades y acercamientos que tiene cada grupo en torno a la temática, comprendiendo una cosmovisión y conocimiento territorial propio de cada comunidad.

This report corresponds to the process of graduation for the degree of Architect under the modality of Project Practice, in a work context of eight months in the consulting firm Paisaje Rural. Patrimonio & Ambiente, located in Valparaíso. From the experience and the main theme worked during that period, three study themes are developed around the management of the World Heritage Site Qhapaq Ñan, Andean Road System, which are deepened and focused on the Chilean section, seeking to visualize the future development and proper implementation of land management projects that currently integrate architecture in a field of traditionally archaeological research. THEME I. GENERAL CONSIDERATIONS OF THE WORLD HERITAGE SITE QHAPAQ ÑAN, ANDEAN ROAD SYSTEM. The first part of the research presents and analyzes the basis for its declaration as a World Heritage Site, the process of its inscription, the components that identify it and the recommendations of international organizations regarding its management, since it is a serial and transnational property that, due to its complexity in the territory, involves challenges regarding its management and conservation. Based on this information, the main elements for an effective management of a property with these characteristics are gathered. THEME II. MANAGEMENT AND ADMINISTRATION OF WORLD HERITAGE SITES IN CHILE. Subsequently, the functioning of the World Heritage Sites in Chile is studied, based on the role of the State in their protection, promotion and conservation of each one of them. In addition, the organizations that fulfill the administrative function for each one of them are recognized, due to the fact that after a decade of the incorporation of the Qhapaq Ñan, Andean Road System in the World Heritage List of Unesco, this still does not present an administrative entity that includes an equitable and consistent management to the needs that present the five subsections that integrate the declaration from the Chilean territory. Therefore, the national scenario of the World Heritage Sites is analyzed, with the objective of projecting alternatives for the management and administration of the case study. THEME III. CURRENT MANAGEMENT OF THE QHAPAQ ÑAN, ANDEAN ROAD SYSTEM (CHILEAN SECTION). Finally, the five subsections of the Qhapaq Ñan in Chile are identified and three projects in which we collaborated before and during the Project Practice process are analyzed, in which management and intervention methodologies involving different indigenous communities associated to the road are identified, with the intention of analyzing the process and result in each one of them and to understand the needs and approaches that each group has around the subject, understanding the cosmovision and knowledge of the different indigenous communities associated to the road, with the purpose of analyzing the process and results in each one of them.
