Abstract
La administración de toda organización aeronáutica exige la gestión de procesos básicos como la financiación, la elaboración de presupuestos, la comunicación y la asignación de recursos. Durante los últimos años para complementar el enfoque anterior, se ha añadido una orientación a la gestión de la seguridad operacional como una actividad que requiere un importante manejo dentro de la organización. Este trabajo busca el desarrollo de procesos y procedimientos para una línea aérea que permitan la implementación de una herramienta informática, con el fin de controlar y gestionar los procesos de un Centro de Mantenimiento Aeronáutico. Para el logro de este objetivo, se determinaron 4 sub objetivos que al ser logrados darán cumplimiento al objetivo principal, éstos se detallan en los capítulos de la presente memoria. La orientación a los procesos del negocio o BPO (Business Process Orientation) implica que la organización pone especial atención en sus procesos esenciales. La Gestión de los Procesos del negocio o BPM (Business Process Management) es el conjunto de métodos, herramientas y tecnologías utilizadas para diseñar, representar, analizar y controlar procesos de negocio operacionales. BPM es un enfoque centrado en los procesos para mejorar el rendimiento, que combina las tecnologías de la información con metodologías de proceso y gobierno. BPM es una colaboración entre personas de negocio y tecnólogos, para fomentar procesos de negocio efectivos, ágiles y transparentes. Éste abarca personas, sistemas, funciones, negocios, clientes, proveedores y socios. La metodología anterior, en marcada en la jurisdicción actual elaborada por la OACI y aceptada por todos los países contratantes del Convenio de Chicago, debe ser ajustada a la realidad de cada nación en donde los estados tienen la responsabilidad de establecer procedimientos de control y de verificar el cumplimiento de la reglamentación regional o nacional. Los Sistemas de Gestión de la Seguridad Operacional (SMS)son la nueva herramienta para lograr esto. SMS es un método para asegurar tanto el almacenamiento, como la disponibilidad, y la utilización adecuada y oportuna de las herramientas para realizar procesos específicos de gestión de la seguridad operacional en la organización. SMS está dirigido a mantener, y de ser posible, mejorar los niveles de seguridad. Los procesos para el funcionamiento de un CMA, deben estar documentados y aprobados por la autoridad aeronáutica. De los procesos que norman el comportamiento del centro reparador, se destacan procesos que se estiman vitales para el funcionamiento y el cumplimiento del objetivo del mantenimiento. La Inspección de Calidad es el primer proceso clave. La Administración y Análisis de las discrepancias, corresponden a dos procedimientos que impactan significativamente la operación de las aeronaves. Diferir tareas es otro proceso de alto impacto. También, la gestión de los trabajos de mantenimiento es otro punto vital para el funcionamiento del CMA. Finalmente, el release del Avión es el último procedimiento crítico, este proceso ocurre al final del mantenimiento y certifica que el avión está en condiciones de efectuar un vuelo comercial. Durante la presente memoria, se desarrollarán procesos críticos que cumplen con la normativa vigente y que definen a los responsables de estos procedimientos. Para los procesos generados se plantean indicadores claves de rendimiento para medir, controlar y mejorar los procesos propuestos. La integración de los procesos productivos y de soporte del CMA es representada gráficamente, detallando la relación que existe entre las diferentes actividades del centro reparador. El control de los procesos del CMA podrá ser realizado con un indicador final global que refleja el comportamiento de las actividades realizadas por el centro reparador. Éste, permite realizar gestión y mejora de los procesos de manera de cumplir con el objetivo principal del CMA de manera eficaz y eficiente.

To complement the previous point of view, over the last years, an orientation towards the operational security management has been added as an activity that requires an important administration within the organization.This thesis aims to look for the development of processes and procedures for an airline that allows the implementation of informatics tools, with the purpose of controlling and managing theprocesses of a Repair Station.To accomplish this objective, 4 sub objectives, which will give accomplishment to the main objective, were set. These are to be detailed in the chapters of the present work.The business process orientation (BPO) implies that the organizations put special emphasis in its essential processes. The Business Process Management (BPM) is the set of methods, tools and technologies used for designing, representing, analyzing and controlling optional business processes. BMP is an approach that focuses in processes to improve performance, which combines information technologies with methodologies of process and government. It is collaboration among business people and technologists to foment effective business processes, agile and transparent. BPM enrolls people, systems, functions, businesses, clients, suppliers and business partners. The previous mentioned methodology, framed in the actual jurisdiction elaborated by the OACI and accepted by all the contracting countries of the Chicago Convention, must be adjusted to every nation‟s reality in which the state have the responsibility of establishing control procedures and verify that the regional or national regulations are being followed correctly. The Security Management Systems (SMS) are the new tool to achieve this. SMS is a method to assure storage, as well as availability, correct and opportune usage of the tools which make specific security management operational systems. SMS is headed to maintain, and if possible, to improve security levels. The processes for the operation of a Repair Station must be documented and approved by the aviation authority. Among the processes that govern the behavior of the repair station, 6 processes that are considered vital for the functioning and compliance with the purpose of maintenance are proposed. Quality inspection is the first key process. The Administration and Analysis and discrepancies, correspond to two procedures that create a significant impact in the operation of aircrafts. Defer tasks is another high-impact process. Likewise, the maintenance management is another vital aspect for the functioning of the Repair Station. Finally, the airplane‟s release is the last critical procedure. It occurs at the end of the maintenance and certifies that the airplane is safe to fly. In this thesis, critical processes that meet current regulations and define those responsible for these procedures will be developed. For the generated process, key indicators of performance are developed in orderto measure, control and improve the business processes. The Repair station global processes behavior will be controlled with a final global indicator. This indicator allows management and improvement of the processes and at the same time, accomplishingthe Repair Station main objective in an effective and efficient way.
