Abstract
El presente estudio busca determinar y cuantificar el impacto que ha tenido la implementaciónde la jornada escolar completa en la calidad de la educación medido con laevolución de la prueba SIMCE rendidas en el periodo 2005-2012, a nivel de establecimientos.Para el estudio se consideraron sólo aquellos colegios de los cuales se tuvieran tantolos resultados SIMCE como información que caracterice al establecimiento para ambosaños. Mediante un análisis descriptivo se analiza la influencia de ciertas variables quecaracterizan al establecimiento en la evolución de los puntajes SIMCE de los mismos, conel fin de conocer cuáles factores podrían ser influyentes en el puntaje además de la reformaJEC. Las variables que se consideraron fueron zona geográfica del establecimiento, gruposocioeconómico y dependencia.Mediante un modelo de diferencias en diferencias, se obtuvo la cuantificación delimpacto de la JEC bajo diferentes escenarios teniendo los siguientes resultados: la JECtuvo un impacto positivo de 10,24 puntos SIMCE en la prueba de matemática y 7,74 puntosSIMCE en la prueba de lenguaje. A su vez, se analizó y confirmó la existencia de impactosheterogéneos según la dependencia del establecimiento. Siendo los establecimientosparticulares subvencionados los que tuvieron un impacto positivo de la JEC para ambaspruebas, en contraste con los establecimientos municipales que no tuvieron un impactoestadísticamente significativo. Finalmente, se obtuvo que el impacto de la JEC fue mayor enaquellos establecimientos del quintil más bajo según los puntajes al año inicial del periodode estudio.Los resultados obtenidos en este estudio demuestran que la JEC ayudó a disminuir labrecha entre los establecimientos de menor y mayor desempeño, y que su impacto fuediferenciado según la dependencia del establecimiento, posiblemente por las facilidades yhabilidades para la gestión de los recursos.
This study seeks to establish and measure the impact that has been to implement fulltime school in the quality of education, evaluated from the evolution of the SIMCE takenin the period 2005-2012, at the institutional level. For the study were considered only thosecolleges which both SIMCE results as well as information characterizing the establishmentfor those years were taken and available. Through a descriptive analysis, the influence ofcertain variables that describe the institution in the evolution of SIMCE scores, in orderto know which factors may be influential in addition to the JEC reform, are studied. Thevariables considered were the establishment geographic area, socioeconomic group anddependence.Using a model of dierences in dierences can be quantified the impact of the JEC,under dierent scenarios taking the following results: the JEC had a positive impact of10.24 points in the SIMCE test in math and 7.74 points in the SIMCE in the language test.On the other hand, it was analyzed and confirmed the existence of heterogeneous impacts,according to the reliance of the establishment. Subsidized private schools had a positiveimpact of the JEC for both tests, unlike municipal establishments, which had no statisticallysignificant impact. Finally, it is determined that the impact of the JEC was greater in thoseestablishments belonging to the lowest quintile, based on the scores to the initial year ofthe study period.The results obtained in this study show that the JEC helped in reducing the gap betweeninstitutions with lower and higher performance, and that its impact was dierentiatedaccording to the dependence of the establishment, possibly for the facilities and skills tomanage resources .
