| dc.description.abstract | The Air Traffic Flow Management (ATFM) office, were searching for software’s implementation to maintain an expedite, orderly, and safe air traffic flow, specifically at the airport Arturo Merino Benítez (AMB). These software’s generate demand forecast, using the air traffic information on real time, giving alternatives to the use of air space and airport resources. The main reason of the air traffic flow management implementation is based, is the demand growth, (quantity of aircraft that want to operate on AMB), which at certain moments exceed the airport capacity. The ATFM system necessity, appears when the airports capacities, and the air space capacities, have been exceeded, so the implementation would be possible to maximize the use of these capacities, achieving an expedited and safe air flow. This memory is destined to the AMB airport, since it concentrates the 33.21% of the total operations realized in Chile (landings and takeoffs), whereas the other aerodromes / airports do not surpass the 4.2%, reason why the Center of Control of Santiago Area (ACCS) has been looking for the justification for the implementation of an ATFM system at this airport. The runway capacity of the airport, with both runways operating, is 20 takeoffs per hour and 20 landings per hour, resulting in a total of 40 operations/hour. The IMATS (monthly ATS report), which record the number of operations performed at the AMB airport, indicate that this capacity is exceeded in certain sporadic hours, compromising the airport safety. This is the main guide indicator of this memory, since the airport's runway capacity is a dynamic number, which can be changed by different factors, such as weather, track maintenance, or any other situation that disturb the normal operation of the tracks. The 2016 IMATS are in Annex A, where the green cells represent those hours with fewer operations of the day, the yellow ones represent the maximum of operations, the red cells indicate those hours where the 30 operations were exceeded per hour (75% of maximum capacity) and those of purple represent those cells with more than 40 operations per hour, thus highlighting the day and time when the track capacities were exceeded. Once a demand forecast was obtained, it was broken down to estimate each month, and thus to create clusters of future saturation and identify which conditions should to be beginning ATFM system implementation in Chile. The main idea of the Santiago Area Control Center is to implement the Air Traffic Flow Management at the AMB airport, and considering that this system considers the airport resources, the airport movement area was mentioned on the development of this document, where the main indicator that was used was the taxi time of the aircra Through the demand behavior analysis on both runway and platform, it’s concluded that it is necessary to order it in such a way to decongest certain schedules, since at certain times of the day the operations increased considerably in relation to the lower schedules (which can reach down to 0 operations per hour), as well as the taxi times which are influenced by the occupation of the boarding positions, where the higher tend to be located at 11:00 UTC. This last data is related to the type of operation, and not to the number of operations that are performed, since in previous hours the amount of landing exceeds the number of takeoffs, begins to generate an accumulation of aircraft, which tend to leave last 10:00 UTC, wanting to use the boarding points, generating congestion and increasing the taxi times. Therefore, the problem beyond the magnitude of the demand, is its distribution in the day, reason why it was generated the proposal to implement in the short term a system of slot of level two, also called of “hourly facilitation”, in where a facilitator, whose role would be taken by the DGAC, in agreement with the airlines, provides alternatives to reprogramming flights, so as not to exceed the "coordination parameters" that are set, these parameters must be based on airport capacities. Due to the ampliation of the terminal area of AMB, which takes into account the increase in passengers boarding positions, is that by the end of 2018, when by planning works should be completed, the critical capacity of the airport will be the runways capacities, so based on the estimate of demand, behavior, and taking into account possible scenarios of implementation level 2 slots at the airport, conditions were determined the must be taken into account for the decision to purchase software and hardware related to the system in question. The great complication in the realization of this memory was the lack of registries that allow to determine a complete diagnosis to the capacities uses, and the monetary quantification of the benefits that could bring the implementation of an ATFM system, reason why, in the final part of this memory, reference is made to the records that should be used to facilitate the justification of this decision in the future, as well as the methodology for obtaining an airport system efficiency rate (SAER) prepared by the Federal Aviation Administration. | en |
