Abstract
En la actualidad existen una serie de empresas, instituciones y organismos públicos
que desarrollan sus procesos de manera ineficiente, con altas tasas de
insatisfacción de clientes, incumplimientos en plazos de entrega, exceso de
inventarios, sobre-costos de producción, etc, por lo cual se hace necesario contar
con alguna herramienta precisa o técnicas para optimizar sus procesos productivos
y disminuir la brecha competitiva.
Por tanto, el presente trabajo tiene como objetivo proponer una metodología
específica, práctica y efectiva para mejorar procesos de negocios en organismos e
instituciones públicas, basando sus herramientas de uso en la metodología del Lean
Management.
Para ello, se explora el contexto nacional respecto al uso de herramientas de
excelencia operacional y se realiza un levantamiento respecto a las metodologías
existentes A través del Estado del Arte, se comprueba que no existe una guía
metodológica de Lean Management específica y sencilla de aplicar a organismos
públicos, ni tampoco casos prácticos para adoptar o replicar, por lo cual no resulta
una tarea simple implementar estas herramientas por sí mismo -con capacidades y
recursos propios de la empresa- ni menos a procesos de negocios de instituciones
públicas cuya misión y cultura organizacional no está centrada en la mejora
continua.
Finalmente, a través de la metodología propuesta, se lograron resultados concretos
y exitosos en dos procesos productivos de la Comisión Chilena de Energía Nuclear,
Ministerio de Energía, aumentando la eficiencia de sus procesos, agregando valor
a cada uno de sus clientes y aportando a la institución una forma de trabajo centrada
en la excelencia operacional.
Now a day there is a lot companies, institutions and public organizations that are developing processes in an inefficient way, with a high volume of unsatisfied customers, a lot of delay on the SLA (service level answer), a lot of waste on human resources in terms of expenses therefore is very important to provide an specific tool or technic to optimize the productive process and decrease the competition. The main goal of this investigation is to propose a specific methodology that is effective and easier to implement to develop and enhance the processes for privates and public sectors this method is based on the usage of Lean Management methodology within the Chilean sector (or national) This thesis is focus on the Chilean market and the use of the operational tool by using the existed methods of the Lean Management. Thanks to the the State of the Art, it is verified that there is no practical and simple methodological guide to adopt in the organizations. There is also not a strong information to adapt and replicate in the improvement of processes, which is why it is not easy to implement by itself -with the company own capabilities and resources-, the Lean Management methodology, and even less to business processes of public bodies whose mission and organizational culture is not focused on continuous improvement. Finally, through the proposed methodology, optimal results were achieved in two production processes of the Chilean Nuclear Energy Commission, Ministry of Energy, increasing the efficiency of its processes, adding value to each of its clients and contributing to the institution a way of working focused on operational excellence.
