Abstract
Llama la atención que Chile, un país tan ligado a incendios forestales, presente tantas descoordinaciones a la hora de tener que enfrentarse a incendios de gran magnitud, como el ocurrido en la localidad de Santa Olga en enero del año 2017.
No se puede negar que la evolución que ha tenido el país en dicha materia durante las últimas décadas ha sido significativa. Sin embargo, las medidas que se han llevado a cabo no han sido lo suficientemente gravitantes como para protocolizar mecanismos de acción eficientes a la hora de enfrentarse a este tipo de siniestros.
El lento crecimiento de las políticas forestales encuentra su justificación en el hecho de que las medidas tomadas no han sido sustentadas por un plan estratégico de largo plazo, sino que más bien han sido motivadas para subsanar ciertas necesidades del momento.
Gracias a una exhaustiva investigación que ha permitido comparar la evolución en materia forestal de Chile con la de otros países con mayor madurez en esta índole, se ha detectado un gran potencial de crecimiento. Es por esto que se ha aprovechado la oportunidad para desarrollar un plan de acción que permitirá que Chile dé un salto significativo en sus políticas forestales en un horizonte de tiempo determinado: El plan estaría sustentado por una política de ajuste presupuestario, la que permitiría que el país aumente en un 129% su inversión en [¿/Ha] para el año 2030.
Además, se ha detectado que Chile presenta una falencia a la hora de gestionar sus recursos, destinando una baja proporción de éstos a las labores preventivas, contrario a lo que ocurre en los países desarrollados, por lo que se recomienda que el aumento sostenido del presupuesto vaya acompañado de medidas que permitan dar más prioridad a la prevención de incendios forestales.
It is striking that Chile, a country so closely linked to forest fires, has so many uncoordinated actions when it comes to dealing with fires of great magnitude, such as the one that occurred in the town of Santa Olga in January 2017. It can not be denied that the evolution that the country has had in this matter during the last decades has been significant. However, the measures that have been carried out have not been su_ciently serious to formalize e_cient mechanisms of action when dealing with this type of accident. The slow growth of forest policies is justified by the fact that the measures taken have not been supported by a long-term strategic plan, but rather have been motivated to meet certain needs of the moment. Thanks to exhaustive research that has made it possible to compare the evolution of forestry in Chile with that of other countries with greater maturity in this area, a great potential for growth has been detected. This is why the opportunity has been taken to develop an action plan that will allow Chile to make a significant leap forward in its forestry policies in a given time horizon: The plan would be supported by a budget reallocation policy that would allow the country to increase its investment by [¿/Ha] in 129% by the year 2030. In addition, it has been found that Chile has a shortcoming in the management of its resources, with a low proportion of them being used for preventive work, contrary to what happens in developed countries, and it is therefore recommended that the sustained increase in the budget be accompanied by measures to give greater priority to forest fire prevention.
