Abstract
Esta memoria, busca demostrar que la aplicación de una política de cielos abiertos ha favorecido al intercambio comercial entre Chile y Argentina. Para ello fue necesario interiorizarse en el tema, describiendo la situación actual de Chile respecto al decreto ley 2564, posteriormente dar a conocer como es la política aeronáutica de Argentina, para luego comparar el intercambio comercial entre ambos países, con el fin de establecer un modelo econométrico de medición que contemple una política de cielos abiertos, para finalmente entregar conclusiones respecto del impacto en el intercambio comercial entre Chile y Argentina. Los países que optan por seguir una política de Cielos Abiertos, a lo largo de la historia ha ido en crecimiento, pero aún existen países que guardan cierto recelo de abrir sus cielos para que sea explotado por otro país, y siguen manteniendo acuerdos bilaterales de frecuencias de vuelos. Es por ese motivo que esta memoria busca demostrar que es mucho más beneficioso mantener acuerdos de tráfico no restringidos por frecuencia, si no que regulado por sus libertades del aire.
Como se muestra en la figura, tras la firma de un ACA se esperaría en el mercado aumentos en el nivel de competencia del mismo y aumentos en la oferta de nuevos servicios, esto derivaría en una disminución de las tarifas aéreas, impulsándose así una mayor demanda por estos servicios y con ello la generación de importantes beneficios económicos (crecimiento, empleo, etc.). Menores tarifas, implican para los pasajeros existentes aumentos en su bienestar (mayor excedente del consumidor) y el aumento en el tráfico de pasajeros. Para atender el nuevo volumen de pasajeros, nuevos empleos deben ser creados, lo que estimula el crecimiento económico.
Finalmente este modelo se estableció que cuando existía una mayor variación positiva de del PIB tanto en llegada como salida ya sea en Argentina como en Chile, provocaría una mayor variación de tráfico aéreo. Lo que se traducen beneficios gracias al intercambio comercial entre los países bajo una política de cielos abiertos. La tendencia es creciente en el tiempo, salvo cuando ha ocurrido alguna crisis económica en donde el PIB de ambos países se ha visto afectado lo que provoca disminución en el tráfico aéreo.
This thesis seeks to demonstrate that the application of an open skies policy has favored the commercial exchange between Chile and Argentina. Therefore, it was necessary to gain a deeper understanding of the subject by firstly describing the current situation of Chile regarding the decree law 2564. Furthermore, to explain the current aviation policy in Argentina, and then to compare it to the commercial exchange between the two countries in order to establish an econometric measurement model which considers an open skies policy. Finally, this thesis concludes with the impact on commercial exchange between Chile and Argentina.Countries that choose to follow an Open Skies policy, throughout history, have been growing but there are still some countries that maintain bilateral agreements of frequency flights because of distrust towards open skies due to the possibility of being exploited by another country. For this reason, this thesis seeks to demonstrate that it is much more beneficial to maintain traffic agreements which are not restricted by frequency, but are regulated for their air freedoms. As shown in the figure, after the signing of an ACA it is expected that the market increase in its level of competence and increases in the offer of new services. This would lead to a decrease in air fares, hence driving an increase on the demand for these services and generating significant economic benefits (growth, employment, etc.). Lower rates for existing passengers would increase their welfare (greater consumer surplus) and increase the traffic of passengers. To meet the new amount of passengers, new jobs must be created, which stimulates economic growth. Finally, in this model it was established that when there was a greater positive variation in the PIB in both arrival and departure either in Argentina and Chile, it would cause a greater variation of air traffic. This ends up being benefits due to the commercial exchange between the countries under an open skies policy. The tendency is increasing over time, except when there has been an economic crisis when the PBI of both countries has been affected leading to a decrease in air traffic.
