Abstract
El presente estudio tiene como finalidad encontrar propuestas para optimizar el proceso de embarque internacional del Aeropuerto Arturo Merino Benítez. La necesidad de optimizar este proceso nace debido a los altos tiempos de espera en fila que impactan en los pasajeros y diferentes organismos que interactúan en el terminal. Existe una propuesta general para todo el proceso, y una propuesta para cada proceso crítico encontrado durante el estudio. Básicamente, los procesos críticos son encontrados debido a que se identificó un déficit en infraestructura y recursos, en donde para Check In existe un déficit de 22 counters, para el Proceso de Emigración existe un déficit de 9 casetas de atención y para el Proceso de seguridad AVSEC existe un déficit de 2 máquinas de atención. La propuesta para Check In, a través de un cambio de layout, intenta solucionar la falta de capacidad mediante una nueva forma de hacer este proceso, el cual lleva como nombre “Proceso Basado en el Hall de Salidas”. Mediante la cohesión de nuevos conceptos como el Common Use Self Service (CUSS) y la introducción de nuevas tecnologías como el Bagdrop se logra demostrar que es posible dar cobertura a la demanda actual sin necesidad de ocupar más espacio físico. Sin duda, que esta propuesta intenta cambiar la forma de hacer Check In con beneficios para los pasajeros, las aerolíneas y los operadores, beneficios que se ven reflejados en la disminución de los promedios de atención a 2,3 minutos y la reducción de Counters necesarios en un 43%. Por otra parte, la propuesta para el Proceso de Emigración se basa en la incorporación de la tecnología de la información y rediseño de procedimientos que se realizan durante la atención lo que permite disminuir en un 33% los tiempos de atención y aumentar la disponibilidad de personal para mantener un alto promedio de casetas habilitadas en todos los horarios. Para el Proceso de Seguridad AVSEC, se propone un cambio en la configuración de las máquinas y layout de los procedimientos de la revisión de equipaje para de esta manera aumentar la capacidad de 170 [pasajeros/hora] de cada máquina que tiene actualmente el procesos a una capacidad de 330 [pasajeros/hora]de cada máquina, lo que permite doblar la capacidad actual y de esta forma dar cobertura a la demanda. Finalmente la propuesta general intenta solucionar los problemas identificados con el comportamiento de los pasajeros, de esta manera se propone una campaña basada en el marketing social, que tiene como alcance cambiar hábitos negativos hacia el proceso por parte de los pasajeros. Junto con esto, se explica cómo dar la coherencia necesaria para aplicar las nuevas formas de realizar los procedimientos debido a todos los cambios de layout que se realizan en este estudio con el fin de optimizar el proceso de embarque internacional.
The purpose of this study is to find proposals to optimize the international boarding process at the Arturo Merino Benitez Airport. The necessity of optimize this process comes from the high waiting times in line that impact on passengers and in different organizations that interact in the terminal.There is a general proposal for the entire process, and a proposal for each critical process found during the study. Basically, critical processes are found because it identified a deficit in infrastructure and resources, where Check In has a deficit of 22 counters, Boarding has a deficit of 9 security checkpointand the AviationSecurity Process has a deficit of 2 unit x-ray.The proposal to Check In, through a change of layout, tries to solve the lack of capacity with a new way to make this process, which is named “Process-based departures hall”. Through the cohesion of new concepts such as the Common Use Self Service (CUSS)and the insertion of new technologies such as Bagdrop, it can be demonstrated that it is possible to cover current demand without needing to take more physical space. Without question that this proposal seeks to change the way we do the Check In process with benefits for passengers, the airlines and the airport concessionaire, benefits that are reflected in the decrease of the serviceaverages to 2,3 minutes and the reduction of Counters needed in 43%.Otherwise, the proposal for the migration process is based on the incorporation of Information Technology and redesign of procedures performed during the servicewhich allows a 33% decrease in processing times and increases the availability of workforce to maintain a high average of unitsenabled at all times.For the AviationSecurity Process, proposes a change in the configurations of the machines and the layout of the procedures for the review of luggage,in this way increase the capacity to 170 [passengers/hours] of each machinethat currentlyhas a capacity of 330 [passengers/hours], whichincreases the current capacity to double and in this way to cover demand.Finally the general proposal seeks to solve the problems identified with the passengers’ behavior, in this way is proposed a campaign based on social marketing, that is scoped to change negative habits of the passengers to the process. Herewith, this explains how to make the coherence necessary to implement new ways to perform the procedures on account of all the layout changes that are made in this study for the purpose to optimizethe international boarding process.
