Abstract
La Dirección General de Aeronáutica Civil dentro su Misión tiene la función de entregar los Servicios de Navegación Aérea en una superficie de treinta y dos millones de kilómetros cuadrados. Para esta y otras funciones se guía actualmente por el Plan Estratégico 2010-2015. Para el año 2013 la Dirección General ha solicitado a sus Unidades internas que propongan tareas factibles de realizar, alineadas al Plan Estratégico y orientadas a:
1. Mitigar y/o disminuir las brechas existentes.
2. Optimizar la gestión, eficiencia y eficacia en el trabajo.
De acuerdo a esto, se analiza la situación en que conviven dos redes de transporte de datos al interior de la Organización, orientadas a soportar las comunicaciones operacionales de los Servicios de Tránsito Aéreo a través de toda la red aeroportuaria nacional. Estas redes son de tecnologías: Multiplexación por división de tiempo (TDM) y Conmutación de etiquetas multiprotocolo (MPLS), las cuales difieren entre si debido a sus características técnicas y a la obsolescencia de la red TDM. Las diferencias entre las mencionadas redes, producen brechas en los siguientes aspectos:
1. Con relación a las normas y recomendaciones de los convenios internacionales, acerca de la implantación de una red de telecomunicaciones aeronáuticas convergente, basada en el protocolo de Internet (IP).
2. Con relación al Plan Estratégico 2010-2015, que sigue la DGAC, lo que incluye :
i) Su Misión, Visión, Valores y Principios, en particular los operacionales.
ii) La correcta utilización de los Recursos Financieros del Estado.
iii) La correcta gestión de los Recursos Humanos.
Para superar estas brechas y de acuerdo a lo solicitado por la Dirección General, se propone una migración convergente de la red TDM hacia la MPLS. Para ello, se propone inicialmente realizar un diagnóstico estratégico de la no convergencia de las redes, en los Servicios de Navegación Aérea, el principal cliente operacional de dichas redes. En segundo lugar se describe la propuesta en base a estudios técnicos y mejoras organizacionales. Finalmente se reevalúa la situación en un escenario convergente y se compara con el inicial para medir la variación de las brechas. Para realizar el diagnóstico y el análisis bajo un escenario convergente se contextualizan y cuantifican los eslabones de la herramienta denominada Cadena de Valor de Servicios, ya que aplica a la realidad de la investigación.
El diagnóstico arrojó como Margen de Servicio, resultante de la Cadena de Valor de Servicios, el siguiente valor:
El valor muestra la brecha de los Servicios de Navegación Aérea con los lineamientos estratégicos y de eficiencia de la Organización, explicada por la situación no convergente de las redes de datos TDM y MPLS, pero en ningún caso refleja algún grado de ineficacia de esos servicios, que cuentan con reconocimiento internacional.
La propuesta de convergencia, se realiza entregando las alternativas, los requerimientos técnicos y humanos para realizar la migración, junto con los horizontes de probables de implementación. Se agrega además la necesidad de que esta se ejecute guiada por las recomendaciones internacionales sobre la materia, en especial las de OACI. Finalmente la propuesta reorganiza las funciones internas de la gestión tecnológica, jerarquizando los procesos de Planificación, Proyectos y Operación.
La reevaluación de los eslabones bajo un supuesto escenario convergente, en que se ha utilizado la propuesta para llevarla a acabo, es la siguiente:
Se concluye que la convergencia de las redes de datos tiene un impacto positivo en la gestión operacional de la DGAC, lo que se refleja en el Margen de Servicio, sin embargo se aprecian mejoras individuales en los eslabones elegidos de la Cadena de Valor de Servicios, debido a la mejora tecnológica.

In 2013 the Department has asked its internal drives to propose feasible to perform tasks, and aligned to the Strategic Plan aimed at: 1. Mitigate and / or reduce the gaps. 2. Optimizing the management, efficiency and effectiveness at work. Accordingly, we analyze the situation where coexist two data transport networks within the Organization, to support communications-oriented operational Air Traffic Services throughout the national airport network. These networks are technologies: time division multiplexing (TDM) and Multiprotocol Label Switching (MPLS), which differ from each other due to their technical specifications and the obsolescence of the TDM network. The differences between the above networks, produce gaps in the following aspects: 1. With regard to the standards and recommendations of international conventions, about implementing a converged aeronautical telecommunications network based on the Internet Protocol (IP). 2. Regarding the 2010-2012 Strategic Plan, which follows the DGAC, including: i) The Mission, Vision, Values and Principles, including operational. ii) The proper use of financial resources of the State. iii) Proper Human Resource Management. To overcome these gaps and as requested by the Department, we propose a convergent migration from TDM to MPLS network. For this purpose, initially proposed a strategic diagnosis of non-convergence of networks in the Air Navigation Services, the largest customer of such operational networks. Secondly described the proposal based on technical and organizational improvements. Finally the situation is reassessed on a convergent scenario and compared with the initial measuring changes in the gaps. For diagnosis and convergent scenario contextualize and quantify the links in the tool called Service Value Chain, as applied to the reality of research. Diagnosis and service margin dropped, resulting in the value chain of services, the following value: The gap shows the value of Air Navigation Services with the strategic and organizational efficiency, explained by the non-convergence of networks situation , but in no case reflects some degree of ineffectiveness of such services, that are internationally recognized. The proposed convergence is done giving alternatives, technical and human requirements for migration, along with the likely implementation horizons. It also adds the need for this to run guided by international recommendations on the subject, especially those of ICAO. Finally the proposal reorganizes the internal functions of Technology Management, nesting processes Planning, Projects and Operations. Reevaluation of the links converging stage under course, that the proposal has been used to carry out is as follows: We conclude that the convergence of data networks has a positive impact on the operational management of the DGAC, which is reflected in the Service Margin, however individual improvements are seen in the links selected Value Chain Services, due to technological improvement.
