Abstract
La importancia de crear sistemas de control de la aeronavegabilidad de una aeronave certificada es responsabilidad de los organismos rectores de la Aviación Civil, los cuales se basan en reglamentos, normas, procedimientos e instrucciones necesarias para mantener una aeronave en condiciones seguras para el vuelo de acuerdo a la categoría y tipo de los aerodinos, sean estos de ala fija o rotatoria, objetivo que se cumple al fiscalizar el cumplimiento de estos a las líneas aéreas, entidades técnicas aeronáuticas, fabricantes de aeronaves o productos aeronáuticos, accesorios, equipos electrónicos, instrumentos, equipos de seguridad, etc. La presente investigación abordará un documento técnico muy importante que refleja la seguridad y confiabilidad de cualquier aeronave que tenga un Certificado de Aeronavegabilidad vigente, el cuál quedará automáticamente inhabilitado al momento de no cumplir una Directiva de Aeronavegabilidad, documento que analizaremos en detalle a través de los capítulos de esta investigación. La Directiva de Aeronavegabilidad (DA) es un documento regulatorio de carácter mandatorio que establece inspecciones o modificaciones específicas a un producto aeronáutico, componente o accesorio, en el cual existe una condición de inseguridad o que también puede existir o desarrollarse en otros elementos del mismo diseño de tipo, emitido por la Autoridad Aeronáutica competente o extranjera y reconocido como válido por la DGAC. El cumplimiento de las DA es esencial para el mantenimiento de la aeronavegabilidad de tal importancia que determina su condición operativa. Estos documentos mandatorios deben ser conocidos por todas las personas involucradas en el medio aeronáutico, sean estas poseedoras de una licencia válida que se encuentre vigente o no, ya qué la no-aplicación de este documento en algún producto aeronáutico que lo requiera, conlleva a una violación al reglamento aeronáutico y lo que es peor deja a la aeronave fuera de su condición de aeronavegabilidad, arriesgándola a sufrir algún tipo de incidente o accidente que puede gatillar en pérdidas considerables sean estas materiales o incluso fatales. Debido a la gran importancia expuesta anteriormente acerca de la aplicación de estos documentos y del conocimiento de todo quien esté envuelto en el cumplimiento de esto, se generó una hipótesis para realizar un estudio actual de las personas involucradas. La raíz de esta investigación se enfoca a una inquietud generada respecto a los resultados obtenidos de una encuesta realizada a distintos grupos para identificar el conocimiento de éste a la reglamentación aeronáutica y su aplicación basándose en el alcance de la licencia, versus el factor seguridad, el cual nos indica el nivel de confiabilidad al efectuar un trabajo aeronáutico conociendo la reglamentación y los resguardos que se cuentan. Esta encuesta se enfocó a la reglamentación en general y a lo que significaba una Directiva de Aeronavegabilidad (AD, Airworthiness Directive), las diferencias de su significado, conocimiento en general, procedencia, métodos de cumplimiento e incluso su control e información. De lo que se obtuvo un bajo porcentaje. Finalmente se espera que después de leer esta investigación, se tenga una clara visión del concepto, la importancia y el significado que tienen para el ambiente aeronáutico nacional las Directivas de Aeronavegabilidad.
The importance of creating control systems for the Airworthiness of a certified aircraft is responsibility of the governmental organizations of the Civil Aviation which are based on regulations, procedures, norms, and the necessary instructions to maintain the aircraft in conditions for a safe flight in accordance with the category and type of the aerodynes, whether fixed or rotatory wings, target that is reached by having under control the fulfillment of the same by the airlines, technical aeronautical entities, manufacturers of aircraft or aeronautical products, electronic equipments , instruments, safety equipments, etc. The present research will approach the most important Technical Document that reflects the safety and reliability of any aircraft that has a Certificate of Airworthiness in force, which will became automatically null in the very moment an Airworthiness Directive is not fulfilled, document that we will analyze in detail in the following chapters of this research. Airworthiness Directives is a regulatory document of mandatory character which establishes inspections or specific modifications in an Aeronautic product, component or accessory in which there is a not safe condition or which can also exist or develop in other elements from the same type of design emitted by the Aeronautics Authority either competent or foreign and recognized as valid by the DGAC. The fulfillment of the DA is essential to the maintenance of the Airworthiness of such importance that determines its operative condition. These mandatory documents must be known for all the persons involved in the aeronautical world, whether holders of a valid , in force license or not; since the non-application of this document in some aeronautical products that may require it, immediately implies a violation to the aeronautical regulation, and what is worse, it leaves the aircraft without this airworthiness condition which can be the cause of suffering some kind of incident or accident, that can result in considerable losses whether material or even fatalities. Due to the great importance previously described about the implication of these documents and the knowledge of all those who are involved in the accomplishment of this, a hypothesis was generated to perform an update research of the people involved. The genesis of this research is focused on the uneasiness generated regarding the results obtained in a survey applied to different groups to identify the knowledge of this aeronautic regulations and its application based on the range of the license, in opposition to the safety factor which indicates the level of reliability to perform an aeronautic job knowing the regulations and precautionary measures existing. This survey was focused on the general regulations and what it means to an Airworthiness Directive, the differences of its significance, general knowledge, procedure, method of compliance and even its control and information from which a low percentage was obtained. Finally, it is hoped that after reading this work there will be a clear understanding of what an Airworthiness Directive is and the importance of it in the Aeronautical field.
