Abstract
El presente trabajo tiene como objetivo evaluar el sistema de control del estado físico y mecánico de los buses del Transantiago. Este sistema está compuesto por la Revisión Técnica y el Índice de Calidad Vehicular.Para poder desarrollar esta evaluación, en primer lugar, se describe el funcionamiento del Transantiago, seguido del objetivo y desarrollo de la Revisión Técnica tipo A1 que se aplica a buses y finalmente cómo se realiza el Índice de Calidad vehicular y la forma en qué se aplican descuentos y multas según su valor.A continuación, se presentan los resultados obtenidos por la flota de buses del Transantiago para el periodo 2015, en el cual resalta un valor promedio de 40,6% de reprobación. Por otra parte, se presentan los valores del Índice de Calidad Vehicular obtenidos por cada Unidad de Negocio y en promedio para el Transantiago entre los años 2014 a 2016, con un valor promedio de 0,70 o 70% de cumplimiento respecto a los atributos que componen este indicador.Luego, se analiza la forma en que se relacionan estas pruebas, buscando como afectan en la evaluación de diversos aspectos referidos a la carrocería y al chasis, obteniendo que la Revisión Técnica tiene un claro enfoque en la evaluación de componentes y sistemas referidos al chasis, en cambio el Índice de Calidad Vehicular evalúa en su mayoría componentes pertenecientes a la carrocería del vehículo. También se evidencian las principales diferencias que presentan estas dos pruebas, tanto en su forma de evaluar como en el poder que tienen de rechazar un bus o aplicar una sanción económica.Los resultados obtenidos en ambas pruebas se utilizan para analizar la correlación existente al momento de evaluar los mismos aspectos del bus. Con esta información se puede buscar donde hay discrepancias en los resultados y las formas de evaluación que presenta cada prueba. Además, se calcularon y compararon las emisiones provenientes de las flotas de los operadores que sus contratos tienen fecha de expiración el presente año 2018. Finalmente, se concluye que el sistema de control del estado físico y mecánico si funciona, ya que efectivamente logra identificar las falencias que presentan los buses y se proponen mejoras al sistema de control y al Transantiago de forma general.
The objective of this work is to evaluate the physical and mechanical state of the control system for the buses within Transantiago. This system is composed by technical revision and a quality vehicular index.To develop this evaluation, firstly, Transantiago`s function is described, the objective and development of A1 type technical revision is applied to buses and finally how the quality vehicular index is measured and the way that the penalty fees and disscounts are applied depending on its value.Following this idea, the results obtained by the Transantiago buses fleet for the 2015 period are presented, where it is highlighted an average of 40,6% that where reproved. On the other hand, there are presented values of quality vehicular index obtained in each business unity, for instance, the average for Transantiago among 2014 to 2016, with a value of 0,70 or 70% of reaching attributes that compose this indicator.Therefore, its analyzed the way in which this tests relate to one another, looking for how they affect the evaluation of multiple aspects referred to bodywork and chassis, obtaining that technical revision has clear focus in component evaluation and systems referred to the chassis, in other way, quality vehicular index is focused in evaluate components corresponding on vehicle bodywork. Also there are evidenced principal differences that present these two tests, in its way to evaluate and the power that they have to reject a bus or to apply an economic warning.The results obtained in both testes are used to analyze the correlation when evaluating aspects of the bus. With this information it’s possible to search where are different points of view in the results and the way of evaluation that each test present. Also, the emissions comming from the different operator´s fleets whoose contracts expire this year of 2018 were calculated and compared. Finally, it’s concluded that the control system of physical and mechanical state works, because it reaches effectively identify problems that buses present and propose improvements to control system and to Transantiago in a general way.
