Abstract
El objetivo de este estudio es proponer el diseño del proceso de pruebas de nuevos equipos mineros móviles y tecnología emergente previo a su adquisición, de tal forma de obtener una estructura formal y estandarizada a nivel de procedimiento y de las condiciones comerciales en que se desarrollan, y con esto conseguir mayor eficiencia en el proceso. Este diseño se enfocará en los requerimientos de Codelco que datan de hace algunos años, pero que actualmente toman el carácter de urgente producto de las últimas resoluciones de auditorías sobre la estructuración, formalidad y estandarización que necesita el proceso, para lo cual se estableció un plazo de un año para dar cumplimiento a este compromiso. Por esto, la metodología de trabajo se dividió en cuatro etapas, la primera, diagnóstico de la situación actual interna y externa; la segunda, estudio de las herramientas teóricas que permitan abordar el desarrollo del trabajo y cumplir con los objetivos planteados; la tercera, aplicación de las herramientas para obtener el diseño del nuevo proceso; y la cuarta, evaluación del impacto de la estructura de proceso propuesta. En el diagnóstico externo, el mercado de proveedores de equipos mineros y componentes arrojó que la industria tiende a la concentración en pocas empresas grandes, dificultad en el ingreso de nuevas firmas por altas barreras de entrada y un desabastecimiento de equipos por el acelerado crecimiento de proyectos mineros. El levantamiento de la situación actual interna mostró que la forma en que se han estado desarrollando las pruebas no representa para la organización un proceso óptimo en recursos y no se encuentra alineado a los objetivos del proceso ni a su entorno. Las principales causas que explican los problemas detectados son: deficiencia en la gestión de contratos, problemas en el financiamiento, indefinición de responsabilidades, carencia de control de resultados, inconvenientes del proveedor, inexpertizen la mantención, problemas en pagos y falta de administración de información post prueba. Una vez identificadas las variables que influyen en el mal desarrollo del proceso en estudio, se propuso, bajo el prisma de la estructuración, mejoras para cada una de ellas y se estableció las distintas condiciones que regirán. Con esto, se consiguió un diseño final de proceso concreto y definido, que propone un mayor control de la prueba, trazabilidad, transparencia, mejores prácticas y acortar los tiempos del proceso, generando ahorros de los costos de prueba de un 18% promedio y un aumento en los ingresos de la prueba por explotación de cobre fino de un 22%.
The objective of this study is to propose the design of the new equipment and technologies test process for mining before its acquisition, so as to obtain a formal and standardized structure on the procedure and commercial terms levels, for obtaining a higher efficiency on the process.This design will be focused on Codelco’s requirements dating back several years ago, but now take an urgent nature because of the audits recent resolutions on structuring, formality and standardization that the process needs, for which was established one year period to comply with this commitment. Because of this, work methodology was divided on four stages: the first, internal and external situation diagnosis; second stage: study of the theoretical tools that allow developing the work and accomplishing the objectives raised; third stage: obtaining the new procedure by applying the studied tools; and the fourth stage: impact evaluation of this structure proposed.Into de external diagnosis, the equipment and components providers market showed that the industry tends to the concentration on a few big companies, high entrance barriers for new competitors and lack of equipment provision because of the accelerated growth of mining projects.The current internal situation analysis showed that the way that tests were being done did not mean an optimum resource process for the organization and it was not aligned to the process objectives nor its environment. The main reasons that explain the detected issues are: deficient contract management, problems on financing, lack of responsibility definitions, lack of results control, provider problems, lack of experience on maintenance, payment issues and lack of administration of information after tests.Once the miss development variables were identified on the process, it was proposed, through the prism of structuration, improvements for each one of them and established measurements that will rule them. With this, it was obtained a concrete and defined final design of the process, which proposes a bigger test control, traceability, transparency, better practices and shorter process times, generating cost saving on a 18% as a mean, and a growth on benefits on a 22% on terms of income, by fine copper sellings.
