Abstract
En el presente estudio se exploran algunos subsidios al emprendimiento e innovación disponibles en Chile, y los mecanismos para acceder a ellos, específicamente a través de incubadoras, como el “3ie” de la UTFSM. Se analizan las variables y su ponderación desde las políticas públicas definidas por la Corporación de Fomento, pasando por aquellas que considera relevantes la incubadora que actúa como operador de los fondos de subsidios, y las que finalmente entran en juego en la presentación de los proyectos postulantes al subsidio. Esta tesis indaga en las variables desde la perspectiva del personal en contacto, como el ejecutivo asignado y el comité evaluador que enfrenta al postulante para decidir la pertinencia o no de la asignación de recursos. Se pretende identificar aquellas variables de mayor relevancia en la decisión de asignación, y aspectos no formales que pudiesen influir en la decisión. Se investiga y exponen las variables que determinan el éxito o fracaso en el proceso de obtención de los subsidios, sin profundizar el resultado posterior de los emprendimientos subsidiados.
This study explores some goverment allowances directed to entrepreneurship and innovation available in Chile, and the mechanisms to access those funds, specifically through business incubators, such as "3ie"from UTFSM.Variables and its weighing are analyzed from public politics defined by Corporación de Fomento, going through those variables considered relevant by the business incubator, which acts as an operator of the goverment allowace funds, and finally for those that come into play in the presentation of the projects that apply for the funds. This thesis looks into the variables from the perspective of the personal in touch, such as the assigned representative and the evaluation committee that asses the applicant and decide whether or not the applicability of the resource allocation. This is intended to identify the most relevant variables and the no formal aspects that could influence the decision of assigment. The variables that determine the success or failure in the process of achievement of goverment allowance are investigated and presented, without going further into the subsequent results of the sponsored entrepreneurship.
