DESARROLLO DE UN MODELO PARA RANKEAR MUNICIPIOS BASADO EN DATOS ABIERTOS

Abstract

Es dificil acceder a información municipal que sea de utilidad para los ciudadanos debido a los sistemas actuales de entrega de inforrnación. El uso de datos abiertos es una buena medida para proveer a los ciudadanos de información preveniente de organismos puiblicos. Es por esto que el presente trabajo se centró en crear un modelo para rankear municipios basado en datos abiertos. El desarrollo del modelo se logro mediante diferentes etapas que inicia desde el estudio del concepto de dato abierto identificando el estado en Chile, recopilando y analizando estudios de municipios en el ámbito TIC, comparando elernentos web y redes sociales entre municipios, realizando pretest y elección de variables dentro de un componente. Posteriormente se entrevistó a funcionarios municipales para recopilar opinion y validez del modelo. Se aplicó el modelo 31 municipios de la provincia de Santiago obteniendo un ranking general de municipios basado en datos abiertos.

It is difficult to access municipal information that is useful for citizens due to current information delivery systems. The use of open data is a good measure to provide citizens of prevenient information from public agencies. That is why this work is focused on creating a model to rank municipalities based on open data. The model development was achieved through different stages that starts from him study the concept of open data identifying the state in Chile, gathering and analyzing studies of municipalities in the ICT field, comparing Web Parts and social networks among municipalities, making pretest and election variables within a component. Later he met municipal officials to gather opinion and validity of the model. The model was applied 31 municipalities in the province of Santiago obtaining an overall ranking of municipalities based on open data.
