Abstract
Actualmente el planeta vive una crisis climática sin precedentes, por lo que es fundamental la toma acciones que permitan mitigar la crisis y los efectos negativos que este conlleva tanto para el planeta como para quienes habitan en este. Dado lo anterior, el siguiente estudio presenta un modelo de gestión que permita a las Instituciones de Educación Superior en Chile trabajar en post de lograr el desarrollo sostenible a través de la implementación de diferentes estrategias que permitan disminuir el consumo energético y las emisiones de gases de efecto invernadero de las operaciones en sus campus.
Para esto, la construcción del modelo se basa en la metodología PHVA (Planear, Hacer, Verificar, Actuar), el Sistema de Gestión Energética basado en la norma ISO 50001 y el programa de gestión del carbono Huella Chile. Dentro del modelo, el Sistema de Gestión Energética tiene por objetivo gestionar el consumo energético de las operaciones de sus campus, definiendo políticas y planes de implementación para contribuir a la disminución del consumo. Por otra parte, la implementación del programa Huella Chile busca contar con una herramienta que permita cuantificar y gestionar las emisiones de gases de efecto invernadero para mitigarlas y lograr el objetivo de ser una Institución Carbono Neutral.
Una vez construido el modelo de gestión se presentan los tres planes estratégicos: Plan de Climatización, Plan de Iluminación y Plan de Computación. Estos planes constan de diferentes medidas que permiten generar un ahorro tanto en el consumo como en el costo de energía eléctrica, así como también la reducción de emisiones de gases de efecto invernadero en un horizonte de tiempo mínimo de cuatro años. De forma de poder cuantificar los efectos de las estrategias propuestas, se establecen supuestos de acuerdo con las características de las Instituciones de Educación Superior en Iberoamérica que han medido su huella de carbono e implementado estrategias, obteniendo una reducción en el consumo energético estimada del 44,36% y una reducción en las emisiones de gases de efecto invernadero estimada de un 44,42%, teniendo un mayor impacto el Plan de Climatización del modelo. Por último, la implementación del modelo los primeros cuatro años tiene un costo total aproximado de $306.946.076.

In order to be able to quantify the effects of theese strategies, assumptions are established according to the characteristics of Higher Education Institutions in Ibero-America that have measured their carbon footprint and implemented strategies, obtaining an estimated reduction in energy consumption of 44,36% and an estimated reduction in greenhouse gas emissions of 44,42%, with Air Conditioning Plan having a greater impact. Finally, the implementation of the model on it’s first four years has a total cost of CLP 306,946,076.
