Abstract
This research addresses the management and valorization of end-of-life tires (ELTs) generated by the large-scale mining industry, with a particular focus on the Atacama Region and the Copiapó–Tierra Amarilla corridor. Mining OTR (Off-The-Road) tires, primarily used on large mining haul trucks (CAEX), pose significant challenges due to their size, weight, and logistical complexity, which increase the costs associated with their transportation, storage, and valorization. In Atacama, the concentration of mining operations and the limited local capacity to process these materials reveal a gap between ELT generation and their local recovery and productive use (González Cortés, 2022). This issue has become increasingly relevant in light of the requirements established under Law No. 20,920 on Extended Producer Responsibility (EPR) and Supreme Decree No. 8/2019 issued by the Chilean Ministry of the Environment, which establishes progressive targets for tire collection and valorization. Within this regulatory framework, developing regional valorization alternatives represents an opportunity to reduce logistical burdens, strengthen regulatory compliance, and foster new value chains based on circular economy principles. The research addresses the following question: How can an interinstitutional management model be structured to enable the valorization of recycled rubber derived from mining ELTs in sustainable urban infrastructure under a circular economy approach? To address this question, a 100 m pilot section of a photoluminescent cycle path along the Copiapó–Tierra Amarilla corridor is used as the application case. The general objective is to design and assess the technical, social, environmental, and economic feasibility of a pilot interinstitutional management model for the valorization of recycled rubber derived from large-scale mining ELTs in sustainable urban infrastructure. The research proposes that(...).
