Abstract
El presente Trabajo de Título presenta la fase de Planificación de un Sistema de Gestión Ambiental, para ser desarrollado en la emisión de ruido de aeronaves en el principal aeropuerto de la red nacional, como lo es Arturo Merino Benítez, que representa más del 90% del total de pasajeros transportados hacia y nuestro país, y cerca del 98% en transporte de carga. Durante el desarrollo del trabajo, se consultó bibliografía relacionada con Gestión Ambiental y con la norma internacional ISO 14.001. Para la aplicación del sistema a las operaciones desarrolladas en AMB, las fuentes consultadas están referidas a la planificación y operación de aeropuertos y al control de las emisiones de ruido mediante diversos mecanismos explicados a lo largo del trabajo. La estructura desarrollada permite identificar cinco capítulos. Luego de la Introducción, donde se presentan los objetivos y la justificación del tema planteado, se presenta el capítulo Descripción de la Organización presentándose los principales antecedentes de la Dirección General de Aeronáutica Civil. Bajo el capítulo Marco Teórico, se presenta la base de conocimientos referidos al desarrollo de un Sistema de Gestión Ambiental. A lo largo del capítulo Planificación se desarrolla la fase homónima de un Sistema de Gestión Ambiental según la norma ISO 14.001 aplicado a la operación de aeronaves y las emisiones de ruido producidas por esta fuente en el aeropuerto AMB. Finalmente en el capítulo Conclusiones se presentan los resultados obtenidos tras el desarrollo del trabajo, contrastándolo con los objetivos previamente planteados. El desarrollo del presente tema permitió reconocer los elementos que se deben desarrollar en la emisión de ruido de aeronaves en AMB, y que permiten identificar las bases de un Sistema de Gestión Ambiental acorde a la realidad operacional llevada a cabo en el citado aeropuerto. Estos elementos son que Chile está tomando conciencia de la importancia de la Gestión Ambiental como herramienta que favorece el desarrollo sustentable, y la firma de diversos convenios relacionados lo ratifica; que existe una necesidad de proteger el aeropuerto AMB como centro convergente de transporte de pasajeros y carga, con el desarrollo económico que implica; que existen obligaciones por parte de la DGAC que deben ser cumplidas dentro del marco normativo y sancionador de la Autoridad Sanitaria competente; y que existen trabajos de esfuerzo conjunto en la industria aeronáutica nacional para favorecer la actuación ambiental mejorada.
This Titulation Work presents the Planning phase of an Environmental Management System, to be developed in aircraft’s noise emissions on major airports from the national network, like Arturo Meríno Benítez, that represents over the 90% from the total of passengers transported to and from our country, and close to 98% in cargo transport.During this work’s development, bibliography related to Environmental Management and the ISO 14.001international standard was consulted. For the application of the system into the operations developed in AMB, the sources that have been consulted are referred to the planning and operation of airports and to the noise emissions control measures that areexplained along this study.The structure developed makes possible to identify five chapters. After the Introduction, where main objectives and the justification of the proposed theme are presented, the Organization’s Descriptionchapter presents the main antecedents form the Dirección General de Aeronáutica Civil. Under the Theorical Framechapter, the base of knowledge referred to the develop of a Environmental Management System is presented. Across the Planningchapter, the same name phase of an Environmental Management System is developed according to the ISO 14.001 standard, applied to aircraft’s operations and to noise emissions that are produced on AMB airport. Finally, in the Conclusions chapter, the obtained results are presented after the work developed, and they are contrasted with the previously proposed objectives.The development of this theme has permitted recognize the elements that must be developed in aircraft’s noise emissions, and that allows to identify the bases of an Environmental Management System according to the operational reality in the mentioned airport.These elements are that Chile is taking conscience of the importance of the Environmental Management as a tool that favors the sustainable development, and the signature of many agreements that ratifies it; that the necessity to protect the AMB airport exists, as a convergent center of passengers and cargo transport, with the economical development that it implies; that there exists obligations assigned to the DGAC that must be complete inside the legal and sanctioning frame of the healthiness authority; and that there are joint efforts of development works inside the aeronautical industry, looking to favor a better environmental use.
