Abstract
Durante el año 2015, el Gobierno Regional de Atacama encomendó realizar una evaluación de los avances logrados en la Estrategia Regional de Desarrollo 2007 – 2017. El estudio determinó que al 2014, el 63% del gasto público realizado en la Región no tenía relación alguna con el instrumento de planificación, y que al 2017, el grado de cumplimiento del mismo era solo de un 46%. Así, se evidencia que los organismos públicos de Atacama realizaron acciones, pero no las requeridas para materializar la visión regional.La investigación tiene como fin crear una herramienta con criterios claramente establecidos y objetivos, que permita enfocar la inversión pública regional a la materialización de la visión expuesta en la Estrategia Regional de Desarrollo.El documento propone el índice de evaluación de proyectos (EP), construido en base a siete indicadores que miden distintos aspectos de una iniciativa de inversión pública. Este utiliza la función de valor para poder expresar los indicadores que lo componen en la misma unidad y escala, y el proceso analítico jerárquico para definir la importancia de cada uno de los criterios/subcriterios de evaluación.Dentro de los principales resultados se encuentra que el indicador EP definido en este documento, tiene un alto grado de exigencia en la asignación de puntaje, lo cual se refleja en los resultados de su aplicación experimental. De la misma manera, EP se construye sobre una base sólida que considera como varía la satisfacción por el resultado de un índice a lo largo de su rango de valores posibles.El principal aporte de este documento radica en la forma de abordar el problema de investigación, en la manera de integrar herramientas existentes con el fin de realizar un análisis multivariable, y el exponer (muchas veces de manera implícita) los aspecto claves que se deben considerar al crear una solución de la misma naturaleza que la propuesta en esta tesis.
In 2015, the Atacama Regional Government commissioned an evaluation of the results obtained in the 2007- 2017 Regional Development Strategy. The study established that as of 2014, 63% of the public expense in the region had no relation with the Planning document, and that as of 2017 the degree of compliance with the Strategy was only 46%. Thus, Atacama’s public organizations carried out actions, but not the ones required for the materialization of the regional vision.The objective of this research is to create a tool with clearly established criteria and objectives that allow focusing regional public investment on the materialization of the plan outlined in the Regional Development Strategy.The document proposes the EP project evaluation index, built on the basis of 7 indicators that measure several aspects of a public investment project. It uses the value function to be able to express the indicators that compose it in the same unit and scale, and the hierarchical analytical process to define the importance of each one of the evaluation criteria/ sub-criteria.Among the main results, we find that the EP indicator defined in this document relies heavily on the assignment of scores, which is reflected on the experimental application’s results. In the same way, EP is constructed upon a solid base that considers how the satisfaction with the result of an indicator varies through its range of possible values.The main contribution of this document lies in the way of approaching the research problem, consisting in integrating existing tools in order to perform a multivariate analysis, and in exposing (often implicitly) the key aspects to be considered when creating a solution of the same nature as the one proposed in this thesis.
