Abstract
El objetivo del presente trabajo es definir un modelo de gestión para el manejo de los
residuos industriales producidos por empresas del ámbito marítimo-portuario.
Para definir tal modelo se estudia la normativa legal concerniente al tratamiento de los
residuos peligrosos y no peligrosos, que producen las empresas marítimas, especialmente
aquella concerniente al cuidado del medio ambiente marino. Posteriormente, este trabajo
analizó los tipos de residuos que se producen durante los procesos industriales, tanto en las
Plantas y Puertos como en los barcos Pesqueros de Alta Mar (PAM).
Es así como el modelo de gestión se basó en cuatro pilares para su definición conceptual:
reducción de los materiales que son fuentes de residuos, conversión de los residuos en
materiales reciclables, segregación de los residuos, entrega en centros de acopio y/o
procesamiento del material reciclable.
En ese sentido, se diseñó un modelo de gestión para una flota pesquera, cuyo esquema se
indica en la figura 6.2, el cual incorpora las restricciones externas, stakeholders, flujo del
material y residuos RESPEL, RILES y No Peligrosos, almacenamiento y traslado al
depósito final de tales residuos.
De forma práctica, este trabajo aplicó el modelo de gestión a la flota pesquera de la
empresa CORPESCA S.A., en donde se cuantificó aquellos residuos no peligrosos, siendo
diseñando un Centro de Acopio de residuos con su respectiva señalética. Como también se
definieron las responsabilidades y obligaciones del personal de la empresa, para cumplir
con las exigencias o normativas legales y ambientales.
Finalmente, se concluye en este trabajo de Tesis, que es altamente recomendable que la
empresa CORPESCA S.A. adopte este modelo de gestión dado que apoyará fuertemente al
cumplimiento de su política de sustentabilidad medio ambiental, dará cumplimiento a todas
sus obligaciones normativas que el mercado internacional exige y redundará en beneficios
enmarcados dentro de su política de responsabilidad social empresarial.
The aim of this work is to define a management model for the industrial’s wastes produced by companies in the maritime and port area. To define the management model should first study the legal regulations concerning the treatment of hazardous and non-hazardous waste produced by the shipping companies, especially those concerning the care of the marine environment. Subsequently, this work analyzed the types of waste produced during industrial process, both in plants and ports and fishing vessel (PAM). This is how the management model is based on four pillars for its conceptual definition: reduction of materials that are sources of waste, turning waste into recyclable materials, waste segregation, delivery collection centers and / or processing recyclable material. In that way, a management model was designed for a fishing fleet whose scheme shown in figure 6.2, which incorporates external constraints, stakeholders, material flow and waste RESPEL, ILW and non-hazardous, storage and transportation to final disposal of such waste. Practically, this work applied the management model to the fleet of the company CORPESCA S.A., where firstly those non-hazardous wastes were quantified; being designed a Collection Center of waste with their respective signposting. The responsibilities and obligations of company personnel, to meet the requirements or legal and environmental regulations were also defined. Finally, we conclude in this Thesis work, which is highly recommended that the company CORPESCA S.A. adopt this management model since strongly support compliance with its policy of environmental sustainability, will comply with all its regulatory obligations that the international market demands and inure framed in benefits within its policy of corporate social responsibility.
